66 -- DATA ACQUISITION SYSTEM SOL N0016797Q4076 DUE 032197 POC Fran Cooley 301-227-5669; Joyce Bell Contracting Officer 301-227-1113 The Carderock Division Naval Surface Warfare Center intends to negotiate on a sole source basis with Durability, Inc. for two (2) data acquisition systems (slow and high speed systems), under the authority of FAR 6.302-1. Both systems shall be complete, including data acquisition hardware and software, analysis software, and control computer to control each system independently. Each computer shall meet or exceed the following capabilities: Pentium Pro 200 MHz processor, 32 Mbyte RAM, enhanced parallel port, Adaptec 3940UW controller, 2MByte Ultra-Wide SCSI Hard Drive, Iomega Internal Jaz Drive, 12X CD-ROM, PCI video w/4 Mybyte VRAM, 17" 1280x1024 color monitor, and Windows NT Workstation. LabVIEW data acquisition package must be used for system control, to maintain compatibility with currently used data acquisition systems. Supplier must provide complete, modifiable LabVIEW code of final program delivery. Software shall be identical for high and slow speed systems. Software MUST be reconfigurable to be used for different tests, numbers and types of channels, etc. Hardware diagnostic software must be available, showing real time numerical output of each channel and allowing shunt calibration of strain gages. Both systems shall start recording with one action, a push button or a mouse click. Data shall be saved to user-defined file name, with overwrite protection to prevent loss of data. System must have Real-time, user-configurable data display, numerical and/or graphical. Displays not required while recording at very high speed, but quick post-run data display shall be possible to confirm the data quality. The system must have the capability to start/stop multiple times in one data file. Slow speed system capable of acquiring 1 to 30 channels of data at sample rates between 1 and 500 samples/sec/channel. High speed system capable of acquiring 1 to 12 channels of data at sample rates between 500 and 8000 samples/sec/channel (max throughput of 96,000 samples/sec). National Instruments hardware must be used to maintain compatibility with currently used data acquisition systems and LabVIEW software. Strain Gage Signal Conditioning, including: 3.33V and 10V excitation variable amplification, bridge completion, hardware filter, hardware offset nulling and shunt calibration. Filter properties: 8th order eliptic lowpass, 10,000 discrete software selectable cutoff frequencies from 10 Hz to 25 kHz. Data must be digitized remotely at a minimum distance of 20 meters, with a minimum resolution of 12-bits with plus or minus 5V range. All data will be transmitted digitally, via ONE CABLE per system, to the data acquisition computer. Slow speed system must have capability to digitize analog signals, and save the data in same file as the data from the remote acquisition system. Slow speed acquisition system (not including computer) must weigh 40 lbs., or less with 10% variation, and have dimensions to fit into a 8" x 18" x 10" space. High speed acquisition system (not including computer) must weigh 20 lbs or less, with 10% variation, and have dimensions to fit into a 8" x 8" X 10" space. Both systems will be mounted on a ship scale model, requiring the specified size and weight restrictions. Both systems must be enclosed in separate, accessible, water-proof cases, for protection from water spray. Cases must be vented in order to allow system to cool properly. All analysis programs must be able to read the raw data files. Analysis programs, such as filtering, shall be able to re-write a time history in the same format as the data file. All analysis programs shall operate on one channel, all channels, or any combination of channels in data file. Analysis setups shall be saved, to repeat on multiple data files. Auto post-run shall calculate Mean, Min, Max, Standard Deviation and Kurtosis after each data acquisition cycle. Additional data analysis shall have a minimum of the following capabilities: Digital filtering of time histories, graphical display of time histories and output from analysis programs, Auto and Cross Correlation, Power Spectral Density, Extrema detection with rainflow cycle identification, capability to output ASCII file of any time history or output from other analylsis programs, and ability to scroll through time histories, saving selected data points to an ASCII file. All interested parties MUST submit their capabilities no later than 21 MAR 1997. SEE Note 22. (0059)
