a combined synopsis/solicitation for commercial item prepared in
accordance with FAR Subpart 12.6 as supplemented with additional
information included in this notice. The announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number 09-3K47-97, is
issued as a Request for Proposals (RFP), and incorporates provisions
and clauses that in effect through Federal Acquisition Circular 90-42.
The standard industrial classification code is 3826, with a small
business standard of 500 employees. The acquisition will be procured on
an unrestricted basis. The Government intends to negotiate
non-competitively with Roche Diagnostic Systems, Inc., 1080 U.S.
Highway 202, Branchburg, NJ, 08876-1760. Under the authority of 41
U.S.C. 253(c)(1) when there is reasonable basis to conclude that the
agency's minimum needs can only be satisfied by(I) unique supplies
available from only one source. This highly specialized scientific
instrument is a required ingredient in established procedures or
methodology in research directed toward further development by the
USDA, Livestock and Poultry Institute, Beltsville, Maryland. The
general area for research is the determination of the net flux of
nutrients and metabolites across tissue beds of ruminants. Assay
protocols include the analysis of numerous metabolites in plasma,
deproteinized blood, buffer systems, and various types of cell media.
While the instrument must be capable of conducting numerous enzymatic
and colorimetric assays for future development, it must be capable of
using pre-established protocols for the analysis of para-amino hippuric
acid, glucose lactate, a-amino nitrogen, ammonia nitrogen,
acetoacetate, B-hydroxy butyrate, nonesterified fatty acids, glutamate,
and glutamine. In order to maintain this essential research capability,
and duplication of past efforts through application of established
procedures the proposed contract will include the following: Line item
#1: One reconditioned bench top COBAS FARA II, Roche Centrifugal
Chemistry Analyzer, 115V, 60Hz with disposable starter kit and reagent
starter kit. Line Item 02: One Accessory Starter Kit which includes:
Instrument Cart, Line Conditioner, RS232 Bidirectional Computer
Interface, Operators Manual, Florescence Polarization Capability, 2
days on site training, 12-month warranty on parts and labor plus 1
Preventive Maintenance Visit. The Centrifugal Chemistry Analyzer's
minimum capabilities are as follows: 1)Measurement Modes include
Absorbance, Fluorescence, Polarization Intensity, Turbidimetry and
Nephelometry 2)allow for STAT interrupt 3)130 programmable channels to
define tests, profiles and ratio calculations 4)must perform the
following calculations: Endpoint or linear regression analysis, Linear
search for enzymes, 6 non-linear calculation modes, Statistics on raw
data and results, Reaction limits and antigen excess checks, Reagent
absorbance check, Sample absorbance check, Recalculation of results
from raw date, Ratio calculations utilizing up to 4 tests and
Toxicology cutoff check 5)must perform the following types of
calibration: Theoretical factor, Linear and non-linear (up to 8
standards), Selective calibration interval, Precalibration, Single
point non-linear curve correction 6)must meet the following
qualifications: Bench top, Centrifugal, Cuvette capacity-30, Cuvette
composition-Acrylic plastic, Path length (variable) 2-16 mm, Cuvette
volume-400 ul, Read interval (minimum)-5 seconds, Temperature control
-20-50 degrees C(in steps of 0.1 degrees C), Wavelength control-up to
10 per test (in steps of 1nm) 7)optical system must meet the following
requirements: Type-Holographic Grating monochromator, Wavelength range
285-750nm, Wavelength accuracy-positive/negative 1 nm, Spectral half

tests per hour 9) pipetting systems must meet the following
requirements: Type-XYZ robotic pipetting system, Sample volumes:
0.0-95.0 ul (in 0.1 ul steps), Reagent volumes: 0-370 ul (in 1 ul
steps), Sample and reagent level detection: Capacitative, Pipetting
time per rotor (minimum): 1 minute, Sample precision-less than or equal
1.5% (at 5 ul), Reagent precision-less than or equal 2.0% (at 150 ul),
Prewetting and tip cleaning-Sample and reagent 10)must meet the
following communication requirements: Keyboard-Alphanumeric,
Monitor-9"CRT, Thermal dot matrix printer-Alphanumeric, 40 characters
per line, Patient report-Collated report with alphanumeric patient ID
and normal range flags, Ancillary reports-Raw data, statistics,
abbreviated Levy-Jennings Quality Control plotting, Computer
interface-Bi-directional RS-232. The delivery is FOB destination to the
Beltsville Agricultural Center, Beltsville, Maryland. Delivery is
required on or about April 30, 1997 or 30 days after award. Any
interested/qualified source who believes they can provide the required
equipment must respond by 3:00 p.m. March 28, 1997. All such responses
will be evaluated in order to determine the ability to meet the above
stated capabilities. The Government will award a contract resulting
from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: Technical capability, past
performance and price. Technical capability and past performance, when
combined, are significantly more important than cost or price.
Responses shall include literature, brochures and other such
information corresponding to the required items which demonstrates the
capabilities of the offeror's equipment. The following FAR clauses and

Items; FAR 52.212-2, Evaluation-Award to a technically acceptable
offeror, at a fair and reasonable price; FAR 52.212-3, Offeror

clauses in paragraph (b) of FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statues of Executive Orders-Commercial Items,
