Services may include: environmental resource studies, including biological data collection, field investigations, surveys, and/or monitoring to address vegetation, fish, and/or wildlife in all habitat types; analysis of environmental impacts of project alternatives and preparation of documentation required by the National Environmental Policy Act; surveys and/or monitoring for protected (Federal and State) species; preparation of biological assessments of project impacts on protected species; development of management and/or mitigation plans for protected species; conducting delineation of wetlands and submerged aquatic vegetation; preparation of restoration/mitigation plans for primary nursery habitats, wetlands, and submerged aquatic vegetation; monitoring of constructed mitigation ssitesfor compliance; conducting analysis of water and sediment chemistry; preparation of Section 404(b) reports and applications for Section 401 water certifications; preparation of consistency determinations addressing requirements and state coastal management programs; conducting habitat analyses; monitoring riverine and estuarine hydrology; conducting environmental audits; conducting preliminary assessments and site inspections for hazardous waste sites; conducting assessments under the Defense Environmental Restoration Program; conducting cultural resource studies; preparation of forest management plans; and preparation of detailed research designs that lay out procedures, costs, and requirements for complex environmental investigations. Work and services under this contract will be assigned by task orders issued by the Contracting Officer. The contract period will be 1 year, with the Government having the option to renew for (4) four additional years. The offerors must demonstrate expertise across a broad range of environmental fields, including, but not limited to: biology, chemistry, ecology, fish and wildlife, water quality, limnology, soil science, and other environmentally related fields. Technical proposals will be evaluated using (5) five major categories, ranked in order of their importance, (1) Personnel Qualifications, (2) Regional Expertise, (3) Past Performance, (4) Project Management, and (5) Geographic Location of Contractor. Sealed cost proposals and accompanying technical proposals will be evaluated separately. Cost proposals will be rated on overall cost-effectiveness and schedule of rates. The total cost of Delivery Orders issued in one year shall not exceed $500.00. Individual Delivery Orders shall not exceed the annual limit. The minimum guaranteed annual amount shall be $10,000.00.
