C -- FURNISH ARCHITECTURAL AND ENGINEERING DESIGN SERVICES FOR A CONCEPTUAL STUDY FOR THE HAWAII ARMY NATIONAL GUARD SOL DAHA50-97-R-0003 POC CW4 Rod Correa, Contracting Officer, (808) 735-0315. Architect/Engineering Services for a complete Engineering Conceptual Study for Hawaii Army National Guard (HIARNG), Barbers Point Naval Air Station, Oahu, Hawaii. The Hawaii Army National Guard wishes to select a firm for a fixed price contract for the preparation of a conceptual study that will ensure the most economical and efficient use of a 150 acre parcel of land at Barbers Point Naval Air Station. The plan will document the feasibility of upgrading existing facility to meet HIARNG's requirement as compared to new construction. It includes the project programming, cost estimates, and engineering reports (civil, structural, mechanical, electrical). In addition, the plan will be consistent with the State of Hawaii's Barbers Point Reuse Plan for Barbers Point. The closing of Barbers Point offered the HIARNG an opportunity to acquire 150 acres of land. There are 18 major existing facilities located on this Barbers Point parcel. They are Building Numbers 282, 117, 1898, 1874, 1875, 1903, 1922, 1923, 1929, 1930, 1935, 19, 1784, 1785, 1788, 1786, 1787, and 46. In general, the function of these buildings support aviation maintenance, administration, barracks, flight simulator, avionics, fitness center, and dining facility. The HIARNG wishes to relocate their facilities in the Diamond Head Area. There are 7 facilities requiring relocation. The are Building 300, 300A, 301, 302, 304, 305, and 306A. In general, the functions of these buildings include vehicle maintenance, administration, armory, and general warehousing. The Hawaii National Guard's Youth Challenge Program, currently located at Barbers Point, is also included. Occupying these facilities will be the Headquarters for the Hawaii Army National Guard, the Headquarters for the 29th Infantry Brigade (E) with subordinate units, and other units include the Company C, 193 Aviation, and the United States Property & Fiscal Office. Selection will be based on the following criteria which are numbered in order of importance. (1) Recent specialized experience of the firm and proposed consultants in planning and feasibility studies. List experience w1th similar projects successfully completed in the last five years. (2) Professional qualifications of the staff. The experience and roles of key planners, engineers, and design personnel. (3) Ability of the firm to accomplish the contemplated work within a minimum reasonable time limit; as demonstrated by the impact of this workload of the firm's permanent, projected workload during the anticipated design period, the firm's history of successfully completing projects in compliance with performance schedules and providing timely support. Provide specific experience and related time frames to accomplishment of similar planning efforts. (4) Past performance with government agencies and/or private industry. Demonstrate long term government or private business relationships, repeat business on related efforts and support. Proven quality control of planning and design documents. Performance on cost control in terms of budgetcontrol throughout the planning and design effort. History of planning, engineering, and design related change orders. Knowledge of bid climate and related impact factors. (5) Knowledge of locality, including appropriate selection on construction materials and methods. (6) Volume of work previously awarded by the Department of Defense to the firm in the last 12 months, with the object of affecting an equitable distribution of Department of Defense contracts among qualified firms, including small firms, and firms that have not had Department of Defense contracts. The estimated start date for the planning of this project is June 1997. The estimated completion for the project is December 1997. Those firms which meet the requirements described in the announcement and wish to be considered, must submit a Standard Form 254 and 255 to the office shown above. Firms utilized by the prime A/E must also submit completed Standard Forms 254 and 255. We need only once copy of all forms. Clearly show the office location where work will be done and the location of other AE firms that will do the work and their location. Firms responding to this announcement within 30 calendar days from publication will be considered. Firms must submit forms to the Purchasing & Contracting Division by 2:00 p.m. (HST) on the closing date. Should the due date fall on a weekend or holiday, SF 254/255's will be due the first working day thereafter. Telegraphic or facsimile SF 254 and 255's will not be accepted.
