Regina_A._Petty@hud.gov. A. CONTRACT INFORMATION: The Department of
Housing and Urban Development requires A&E services to provide for
technical assistance and support for several engineering and building
code related functions. This announcement is open to all businesses
regardless of size. B. PROJECT DESCRIPTION: The contract includes the
following: (1) Revision of HUD Handbook 4910.1, Minimum Property
Standards (MPS) and updating reference standards contained therein; (2)
Determination of building code comparability to the MPS and its
reference standards in those jurisdictions without previously accepted
building codes or partially accepted building codes, on as needed
basis; (3) Design review of permanent foundation systems for
manufactured housing in conformance with the permanent foundation
guidelines on as needed basis; (4) Assisting HUD in the review of
technical documents including proposed rules developed by other HUD
program offices, government agencies and private standard-setting
organizations; (5) Conducting technical review and evaluation of new
materials, products and housing systems submitted to HUD for review and
acceptance under the Technical Suitability of Products (TSP) program,
HUD Handbook 4950.1 Revision 2; (6) Conducting factory inspection of
manufacturing facilities producing modular and panelized housing; (7)
Conducting annual review of State agencies whose laws and regulations
have been accepted by HUD under the TSP program; and, (8) Conducting
annual review of third party administrators who oversee manufacturers
certification of compliance under the requirements of HUD Use of
Materials Bulletins. The contractor must be available to perform
services from 9:00 a.m. to 5:30 p.m. EST, Monday through Friday, except
for government holidays. Proposed procurement will result in a three
year cost reimbursement contract with one option year. The Statement of

SELECTION CRITERIA: The contractor shall be evaluated in terms of its
-- (1) Professional qualifications necessary for satisfactory
performance of required services; (2) Specialized experience and
technical competence in the type of work required; (3) Capacity to
accomplish the work in the required time; (4) Past performance on
contracts with Government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; (5) Location in the general geographical area of the project
and knowledge of the locality of the project; provided, that
application of this criterion leaves an appropriate number of qualified
firms, given the nature and size of the project; and (6) Acceptability
under PART I and PART II evaluation criteria. Proposals will be
evaluated and scored in TWO STEPS. First, they will be evaluated on the
criteria in PART I, "Offeror's Experience and Qualifications (100
Points)". Proposals that are determined to be technically acceptable on
those criteria specified in Part I will be further evaluated on PART II
evaluation criteria "Offeror's Knowledge of Advanced
Telecommunications/Internet Delivery (5 Points). The total technical
scores will consist of a combination of the total number of points a
proposal received from both PART I and PART II. The MAXIMUM possible
technical points is 105. Award will be made based upon the following
evaluation criteria: Part I -- (I) Demonstrated Experience (35 Points)
-- The offeror must demonstrate successful experience among the firm
and its employees in performing tasks identical, or similar to, major
tasks required under the proposed contract. In particular, it is
expected that such experience be related to the following functions:
(a) Updating the HUD MPS and its reference standards (10 points); (b)
Providing technical assistance to HUD staff in determining code
comparability to the MPS and in; (c) reviewing permanent foundations
design and certifications (3 points); (d) Providing technical reviews
of handbooks involving engineering guides and standards developed by
HUD, other government agencies (2 points); (e) Conducting technical
reviews and evaluation of materials, products, and housing systems
under the Technical Suitability of Products Program or another similar
national product evaluation system (15 points); (f) Conducting
technical review of State Governments which oversee the modular housing
industry with their State (3 points); and (g) Conducting technical
reviews of third party administrators (2 points). (II) Management Plan
(25 Points) -- The offeror must demonstrate the intended use of an
explicit and feasible management plan for the proposed contract. The
plan must identify effective methodologies, including appropriate time
schedules, to perform each task. The plan must address methods to
insure adequate staffing for all tasks, and methods to monitor staff
production and task completion effectively; (III) Knowledge of HUD
Policies/Procedures (25 Points) -- The proposal must demonstrate the
offeror's knowledge of HUD policies and procedures related to the
following areas: (a) HUD MPS (7 points); (b) The determination of code
comparability to the MPS (3 points); (c) Technical evaluation of
materials, products and housing systems under the TSP program (10
points); (d) The Category III Program (3 points); (e) The third party
administrators who oversee manufacturers' certifications of compliance
under HUD Use of Materials Bulletins (2 points); and (IV) Contract
Teams (15 Points) -- The offeror must demonstrate the intended use
under the proposed contract of highly experienced, organized and
capable key personnel. The personnel should have experience in previous
similar engagements. The offeror must demonstrate on-going commitment
of the personnel throughout the contract period in view of other
possible business commitments. Part II -- "Offeror's Knowledge of
Advanced Telecommunications/Internet Delivery Systems (5 Points)". --
The offeror must demonstrate its experience in developing and placing
technical information on the Internet. This would include basic
knowledge about the process for coding documents using Hypertext
Mark-up Language, working with a World Wide Web server and using
Internet e-mail software. In addition, when considering firms, HUD will
also consider any possible conflict of interest that may apply. D.
SUBMISSION REQUIREMENTS: Qualified firms desiring consideration shall
submit the prime firms's SF-255, including organizational chart of key
personnel to be assigned to this project, current SF-254, and if
applicable, consultant's SF-254. Interested firms with more than one
office must indicate on their SF-255 the staffing composition of the
office in which the work will be performed. The contractor must also
have an office within the Washington Standard Metropolitan Statistical
Area (Washington Office) and maintain records in that office of the
specific task deliverables being completed under this contract. There
is no restriction on the geographic location of consultants. Firms
responding to this notice should address their capabilities with regard
to the above evaluation factors. One(1) original and six (6) copies
each of the submittal forms (SF-255 and SF-254) must be received by the
point of contact not later than April 2, 1997, in order to be
considered for evaluation. This is the only general notification for
this project. Submissions will not be retained or returned. This is not
a request for proposals. Numbered Notes 24 and 26 applies. Copies of
