F -- PUMP AND TREAT REMEDIAL ACTION SOL 43-3NM9 DUE 041197 POC Janet Ting, (703) 471-6405, ext. 4630 Notice to Subcontractors for a Request for Proposal (RFP) for the CryoChem Superfund Site in Earl Township, Berks County, PA. A Remedial Action (RA) is planned for a 4-acre portion of the site that contains an active metal-product manufacturing business. Groundwater contamination exists on and off the site. Contaminants of concern include 1,1,1-trichloroethane; trichloroethene; 1,1-dichloroethane; 1,1-dichloroethene; and tetrachloroethene. The RA involves installation of a groundwater pump-and-treat system that will prevent offsite migration of contaminants in groundwater and surface water, prevent contaminants from migrating into unaffected areas, and restore the aquifer to beneficial use, if practicable. Nine extraction wells have been installed at the site to pump contaminated groundwater. Components of the remedy to be completed under this subcontract include: construction of underground piping to convey extracted groundwater to a treatment system; construction of a pre-engineered treatment building with office and maintenance areas; installation of a low-profile air stripper and blower, an offgas blower, and in-line duct heater, and vapor-phase carbon adsorbers; installation of instrumentation and controls; and construction of a treated-water storage tank and surface water discharge pipe. Construction will be done within the active metal-product manufacturing facility and is expected to be mainly in Level D personal protection. However, some work in Level C may be necessary. The Contractor is CH2M HILL, INC. and the project is funded by the U.S. EPA under CH2M HILL's prime contract 68-W8-0090. The construction cost is estimated to range from $1,000,000 to $1,200,000. Under the two-step bidding process, interested subcontractors will submit a separately sealed technical proposal and separately sealed pricing proposal. Only those offerors whose technical proposals meet the RFP requirements will be eligible for Step Two. During Step Two, the pricing proposals of eligible offerors will be opened and awardwill be made to the eligible offeror with the lowest bid. The RFP package will include an additional description of the project and will specify the factors for evaluation of the technical proposals. The RFP package will be available on March 14, 1997. Company experience, project approach, financial record, and health and safety policies/record are factors that will be evaluated. Relevant experience with groundwater pump and treat systems is essential. Both Step One and Step Two Bid packages are due in the CH2M HILL office by 4:00 p.m. EST on April 11, 1997. A pre-bid meeting is currently scheduled at the site for March 21, 1997. (0059)
