CONTRACTING OFFICER: Hugh P. Young (405)734-9399 The 38th Engineering
Installation Wing, 38LS/LGCVO, Contracting Flight, has a requirement
for nonpersonal services for operation, maintenance, and recurring
support services of the base telephone system at Davis-Monthan AFB AZ.
The proposed requirement is for one basic period and four option
periods totaling approximately 60 months. The system consists of a
Nortel MSL100 Switching System (DCO) equipped with 7300 lines & wired
for 6100 lines with expansion to 8000 lines located in Bldg 50; a
Nortel SL-1, Option 61 located in Bldg 400 (Hospital) equipped with 500
lines & wired for 600 lines with 500 lines in use; a Nortel SL-1,
Option 61 located in Billeting equipped with 700 lines & wired for 700
lines with 520+ lines in use; an AT&T Definity G3I, located in Bldg
2300 (Command Post) equipped with 100 lines & wired for 100 lines with
100 lines in use; a Nortel RST-1, located in Bldg 7318 (AMARC Area)
equipped with 893 lines & wired for 893 lines with 744 lines in use;
and a NortelRST-2, located in Bldg 88 (Flight-line Area) equipped with
729 lines & wired for 729 lines with 608 lines in use; main
distribution frame; inside cable plant; outside cable plant; ancillary
equipment; and customer premise equipment. There are both commercial
and Defense Switched Network (DSN) trunks, access to FTS2000, hot
lines, data circuits, radio circuits, key systems, and crash nets.
Competition is open to domestic sources. Copies of the solicitation
will be provided to foreign firms only in order that they may pursue
subcontracting opportunities. All responsible offerors may submit a
proposal, which shall be considered. Sources responding to this
synopsis must indicate, in writing, whether they are large or small,
disadvantaged or a women-owned business, and U.S. or foreign-owned. For
this acquisition, a concern will be considered small under SIC 7378
with a size standard of $18,000,000.00. Based on market research, the
Government is not using the policies contained in FAR Part 12,
Acquisition of Commercial Items, in its solicitation for the described
supplies or services. However, interested persons may identify to the
contracting officer their interest and capability to satisfy the
Government's requirement with a commercial item within 15 days of this
notice. An Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

issues or problems thathave previously been brought to the attention of
the program manager and/or the contracting officer and could not be
satisfactorily resolved at that level. Only companies which provide all
required information will receive a copy of this solicitation. No

acceptable. A copy of this solicitation and other business
