443-5672. The Health Resources and Services Administration (HRSA) is
soliciting proposals to provide for the operation of a resource center
that will provide information and technical assistance to States,
organizations and individuals pertinent to the care of acutely ill and
injured children. The primary purpose of the Emergency Medical
Services for Children (EMSC) National Resource Network is to provide
technical assistance to states receiving EMSC grant funding and to
provide information on EMSC to other groups. The purpose of this
requirement is to consolidate EMSC technical activities into a single
resource center, add additional activities, and re-define center
funding as a fedral procurement through HRSA and the Materrnal and
Child Health Bureau (MCHB). The contractor shall need to be familiar
with EMSC issues and posses experienced personnel within a stable
organization. The availability of an EMSC information base, by the
contractor, is necessary for sound judgement, creativity, and technical
expertise to be offered. Technical assistance to States shall be
provided in a manner compatible with and supportive of the EMSC program
in keeping with its overall mission: TO REDUCE CHILD AND YOUTH
MORTALITY AND MORBIDITY SUSTAINED DUE TO SEVERE ILLNESS OR TRAUMA.
Contract personnel must have a minimum of five (5) years experience in
delivering technical assistance on EMSC. The project director must be
a licensed health professional. This proposed requirement is for five
(5) years. All responsible sources including universities and
university-affilated teaching hospitals may submit a proposal which
will be considered by the Agency. Solicitation will be issued on or
about March 17, 1997. Closing date will be on or about May 20, 1997.
