outreach, and technical support services. This program shall provide
educational materials/information to the public to assist in the
continued development of Neighborhood Networks (NN) initiatives in for
HUD multifamily housing nationwide. This effort will facilitate
successful welfare-to-work, employment, and micro-enterprise
activities. The objectives are to broaden the outreach efforts,
technical assistance, and partnership development to increase the
likelyhood that NN centers will be developed in approximately 15,000
housing developments with FHA-insured mortgagees project-based Section
8 assistance, or both. This will include organizing and conducting
conferences for 750-1000 attendees, evaluation and maintenance of

shall be a Cost Plus Fixed-Fee Requirements Advisory and Assistance
contract. It is expected that the resulting contract will have one base
