Institute of Standards and Technology intends to negotiate with Dr.
Harris Liebergot of Lansdale, PA on a sole-source basis to provide an
analysis of NIST's National Type Evaluation Program (NTEP). Dr.
Liebergot will conduct a complete analysis of current work processes
and design new program options to enhance the efficiency of the
operation. The analysis will include the following: (1) a detailed
determination of the data points in the current and future processes
which must be collected for further presentation; (2) a complete
description of the automation technology necessary for enhanced process
flow; (3) a design of the presentation format of data required to aid
decision-making by the department personnel and management. The
aforementioned analysis and design work requires detailed knowledge of,
and significant prior experience with, the NTEP process, which Dr.
Liebergot has. Additional work requirements include expert knowledge of
information science, industrial processes, and foreign technical
specifications and regulations. Dr. Liebergot has a Ph.D. in
Information Science, possesses 24 years of experience in the
commercial/industrial sector, and possesses extensive knowledge of
foreign technical specifications and regulations resulting from nine
years of overseas experience as an Executive Managing Director of a
foreign subsidiary of a U.S. company. As such, he is uniquely qualified
to meet the Agency's requirement. The contract will be for a period of
approximately twelve (12) months from date of award with an option for
one (1) additional twelve-month period. Each period of performance is
approximately three-tenths (3/10) of a man-year of work. This notice of
intent is not a request for competitive proposals. Written responses
shall contain sufficient documentation to establish a bonafide
capability to fulfill the requirement. A solicitation is not available.
