410-786-8919. The Health Care Financing Administration (HCFA) intends
to award multiple Indefinite Delivery Indefinite Quantity (IDIQ)
contracts for professional technical services in two functional areas:
1) Financial Analysis and Auditing, and 2) Professional Business
Services. These contracts will be available for use by the HCFA as well
as for other Government agencies to provide streamlined, efficient
procurement vehicles to acquire professional services which are
tailored in individual Task Orders. Contractor services may be required
from technically qualified specialists who will assist the Government
in the areas of analyzing issues, researching alternatives, providing
objective findings and making concrete recommendations in one or both
of the following functional areas. Functional Area 1 -- Financial
Analysis and Auditing Services: Financial Management Processes;
Performance Audits and Desk Reviews of Cost Reports; Audits of Prepaid
Health Plans Cost Reports; Reviews of Adjusted Community Rating (ACR)
Proposals; Statement on Auditing Standards No. 70 (SAS-70) Reviews;
and Coverage Reviews and Audit Services. Functional Area 2 --
Professional Business Services: Organizational Development Consulting
and Total Quality Management; Management and Educational Services; Data
and Statistical Analysis; Pilot Testing and Implementation of Systems;
Expert System Redesign and Planning Services; Reengineering a Process
or System; Evaluating the Impact of Regulatory or Legislative Changes
on Programs; Software Integration and Development; and Public
Relations. HCFA will solicit offers with the intent of awarding
multiple IDIQ contracts for a base year plus four option years. The
base contract will have fixed-price, time and material and
cost-reimbursement pricing mechanisms available to allow for each Task
Order to be negotiated as appropriate. This procurement will be a full
and open competition with a minimum of 2 small business set-aside
awards. Contractors have the option to propose on Functional Area 1 or
2 or onboth areas. Per FAR 19.102, for Functional Area 1 SIC Code 8721
with a small business size standard not to exceed $6 Million applies
and for Functional Area 2 SIC Code 7389 with a small business size
standard not to exceed $5 Million is applicable. Vendors should send

for the RFP will not be accepted. The solicitation will be available on
or about March 20, 1997. An electronic copy of the solicitation will be
available via the Internet at http://www.hcfa.gov/about.htm. In an
effort to reduce copying costs hard copies will only be made available
upon request to those vendors who do not have internet access, or for
