is provided to do a market survey of industry to see if there are any
potential contractors, in addition to Northrup Grumman, who have the
knowledge of the Peacekeeper guidance system, guidance system repair,
software experience and skills required to complete this effort in the
required amount of time. The Air Force is in the process of preparing
a justification and approval document to gain the required approval to
issue a sole wource request for proposal to Northrop Grumman. The
Intercontinental Ballistic Missile (ICBM) System Program Office (SPO)
anticipates awarding a contract in FY98 for replacement of the
Peacekeeper Data Management System (DMS) located at Newark, Ohio. The
DMS-D supports the repair and data management activities associated
with the Peacekeeper guidance system. The hardware is to be replaced
and the existing software is to be ported over to the new platform. The
hardware and software must be operational by November 1999. The DMS-D
software is not baselined and is continually being updated. Therefore,
a final software baseline can not be provided. Hardware and software
documentation on the DMS-D is very limited and what is available is out
of date and/or inaccurate. The major tasks under this contract will
include upgrades to the database and associated software in order to
function with the new platform, operating system and data base
management system. Included in this effort is the modification of the
software to be able to handle the year 2000 turnover and identification
and correction of areas within the DMS-D that are not currently
functioning. Any potential offeror must be able to demonstrate his/her
experience and knowledge with the Peacekeeper guidance system repair,
the Peacekeeper-related depot test equipment and DMS software. This
knowledge must include having prted DMS software/hardware within the
last three years, using all of the following variations: HARDWARE

Infinity UMAX 5.0 2.05 To prequalify, each potential offeror must
successfully complete a software knowledge and capability demonstration
test. The offeror shall prepare and submit a knowledge and capability
demonstration plan. The plan shall include, but is not limited to the
following: Provide a detail description of the hardware required to
implement this effort. Provide a detail description of the software
required to implement this effort including a detailed narrative
describing the purpose and function of each of the software programs,
purchased software and data base management systems. Provide a detailed
interface description document demonstrating the potential offeror's
understanding of the external interfaces to the DMS-D system. Provide
a detailed narrative for each person involved with the program;
specifically describe his/her software development experience,
experience with the Peacekeeper guidance system, depot test equipment
and the purpose and function of each person. Provide the test approach
that demonstrates end-to-end functionality of the DMS-D replacement
system. To include labor, travel/subsistence, and material to support
various locations. Potential offerors may identify their interest and
capability to respond to the requirements. Potential offerors are
requested to submit two (2) copies of an unclassified response (limited
to 50 pages) with ten (10) working days after publication of this
