government is seeking sources for Alternative Disputes Resolution
Partnering facilitators to assist in federal contract partnering
workshops. Partnering is a project specific, inter-organizational
disputes avoidance process developed within the construction industry
wherein the parties engage in a neutrally facilitated workshop at the
outset of a contract for the purpose of developing (among other things)
teamwork, a mission statement, mutual goals, joint problem solving
techniques, conflict escallation and alternative disputes resolution
models, and evaluation tools. The process is designed to improve
communication, trust, and efficiency with an end result of lower costs,
higher quality, and faster delivery of goods and services in support of
the U.S. Soldier. While the process to be facilitated is similar to the
present construction industry model,this process is to be used in
manufacturing, production, services, research and development,
maintenance and other non-construction contracts requirements for the
U.S. Army. Few such applications (outside of the U.S. Army Industrial
Operations Command, Rock Island) are presently known, so facilitators
should be prepared to adapt the construction model if necessary. THE
GOVERNMENT IS NOT LOOKING FOR TQM FACILITATORS. Please note: No formal
solicitation will be issued at this time and funds are not currently
available. However, the Government is inter ested in developing a list
of vendors to which requirements may be peridiocally addressed and
pricing requested. Participation in this effort is strictly voluntary
with no cost or obligation to be incurred by the Government. Vendors
interested in providing the above services are requested to provide the
following information: (a) a personal narrative on what you believe
partnering to encompass, (b) a listing of relevant experience and
education which should include a listing of partnering workshops
conducted in the last 3 years and a copy of the workshop agendas, (c)
a listing of client references for each workshop with points of contact
and phone numbers, (d) a list, including dates, of any published
papers/articles and textbooks concerning the partner ing process or
guidelines, and (e) a brief discussion of your methoda logy for
accomplishing a partnering workshop/training session within 15 days
