This is a Notice of Intent to contract on a non-competitive basis with Shell Oil Products Company's Weeks Island facility for crude oil distribution services from the Department of Energy (DOE) Weeks Island Oil storage site. Under the authority of 41 U.S.C. 253 (1) of the Competition in Contracting Act of 1984 P.L. 98-369, Shell has been identified as the only responsible source available in the area to provide the DOE with the services described below: The contractor shall provide required services associated with movements of DOE crude oil in accordance with the latest API Manual of Petroleum Measurement Standards (MPMS) and ASTM Methods. Provide access and right of way to dedicated tankage and allow for the appropriate connection and modifications necessary to permit crude oil movements from Weeks Island into the Shell facility. The anticipated volume to be received by Shell from DOE is 3,000,000 barrels, which is to be handled in two phases. It is planned that the solicitation will be issued on or about March 10, 1997, the anticipated closing date is on or about March 25, 1997. It is anticipated that a fixed price service contract will be awarded for a one year period of performance. All responsible sources may submit a proposal to the DOE at the address shown above describing their status as a qualified source for the above distribution services by March 14, 1997 or 15 calendar days after publication of the notice, whichever occurs first.
