sole source modification to contract NAS5-31332 with Aker Industries to
increase the quantitiy of miniaturized solenoid latching valves by 30
standard valves and 10 rupture disk valves. The additional valves are
for the upcoming Cassini mission, and are expected to be delivered four
months after the execution of the modification. Aker Industries
developed valves which included the following characteristics:
construction mainly of titanium to allow for a weight of 27 grams,
dimensions of .5" diameter x 1.25" long, latching solenoid type,
actuator assembly sealed off from the gas flow by means of a bellow
assembly to minimize contamination into the gas stream from outside
sources, and the capability for the valves to attach to the instruments
manifold by way of a leak tight 'C' seals. The leak rate across the
valve seat shall be less than 6E-10 atm.cc/sec for helium at room
temperature. The leak rate from outside the valve housing into the gas
sampling region (case leakage) shall be less than 4E-10 atm.cc/sec
from helium at room temperature. In addition, the valves should
successfully operate within specifications during a minimum of twelve
300 degree C, 24 hour bakeout cyles. NASA/GSFC intends to purchase the
items from Aker Industries. The RFP that resulted in the award of
contract NAS5-31332 was issued competitively; however, Aker Industries
was the only company to respond. The statutory authority for Other
Than Full and Open Competition is 10 U.S.C. 2304(C)(1) -- Only One
Responsible Source. See Numbered Note 22 and 26. Interested firms have
15 days from publication in the Commerce Business Daily (CBD) to
submit their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after 15 days without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government not tocompete this
proposed contract modification, on a full and open competitive basis,
based upon responses to this notice, is solely within the discretion of
