The period of service for this work shall conclude no later than 31 December 1997. The proposed procurement will be on a sole-source basis. The USACERL Contracts Office intends to negotiate a firm-fixed price purchase order with the University of Cincinnati Department of Civil and Environmental Engineering, Dr. Makram Suidan. Services to be provided will be accomplished through a simplified acquisition procedure. Request for Quotation (RFQ) no.
