Services of qualified A-E firms are sought to provide professional
engineering services for performing field surveys for the St. Louis
District, U.S. Army Corps of Engineers civil works, military
construction, and environmental restoration projects. The St. Louis
District will be the primary area for the contract, but the Government
may, at its discretion and upon concurrence of the Contractor,
accomplish work in other geographical regions. At least three contracts
for automated single track hydrographic survey systems and at least one
contract for automated multi-beam single transducer channel sweep
hydrographic survey systems will be negotiated and awarded. Each
contract will have a base period not to exceed one year and two option
periods not to exceed one year each. The amount of work in each
contract period will not exceed $1,000,000. An option period may be
exercised when the contract amount for the base period or preceding
option period has been exhausted or nearly exhausted. Work will be
issued by negotiated task orders not to exceed the contract amount. The
Contracting Officer will consider the following factors in deciding
which contractor will be selected to negotiate an order: performance
and quality of deliverables under the current contract, current
capacity to accomplish the order in the required time, uniquely
specialized experience, and equitable distribution of work among
contractors. The first contract is anticipated to be awarded in August
1997 with the remaining contracts to be awarded at approximately two
(2) month intervals thereafter. This announcement is open to all
businesses regardless of size. If a large business is selected for
these contracts, it must comply with FAR 52.219-9 regarding the
requirement for a subcontracting plan on that part of the work it
intends to subcontract. The subcontracting goals for these contracts
are that a minimum of 40% of the contractor's intended subcontract
amount be placed with small businesses (SB), including small
disadvantaged businesses (SDB), 8% be placed with SDB, and 2% with
woman-owned small businesses. The plan is not required with this
submittal. II. PROJECT INFORMATION. Surveys which may be required
include the following: hydrographic surveys for river and harbor
project clearance, underwater hazard detection and assessment of dredge
measurement and payment, topographic, planimetric, cadastral, location,
construction layout, and geodetic control (horizontal & vertical)
surveys. Hydrographic surveys shall use totally automated systems with
the capability of position by use of Differential Global Positioning
Systems (DGPS) using Coast Guard Radio Beacon Signals. Contractor must
also have a back up positioning system in the event that satellite
transmissions for DGPS positioning is interrupted or not available. For
the three (3) single beam contracts the delivery orders will generally
be issued with a contractor responsible for each the North, Central,
and South one-third of the St. Louis District. The one (1) multi-beam
single transducer contract will have all the capabilities as the single
beam contractor's, plus evaluation factor's as listed in III.e. below.
The work area for this last contractor is throughout the St. Louis
District (SLD), as well as area's outside SLD geographical limits. III.
EVALUATION FACTORS. See Note 24 for general selection process. The
evaluation factors are listed below in descending order of importance
(first by major criterion and then by each sub-criterion). Criteria a-g
are primary. Criteria h-j are secondary. a. Professional
Qualifications; (1) All survey work must be performed under the
supervision of a Registered Land Surveyor or a Registered Professional
Engineer with expertise in surveying, including hydrographic
surveying, and with demonstrated experience in using the computer-aided
drafting (CADD) system. b. Specialized Experience and Technical
Competence in the type of work required; (1) Firms must have at least
two survey crews. (2) Firms must have the capability to submit all
survey data (including hydrographic) in digital format, readable and
fully operational in the 3D format on District's CADD system. Drawings
are to be delivered as Intergraph design files. Firms must also have
the capability to provide survey data in ASCII format and Intergraph
dgn format (Microstation V5.0 or higher) on 8mm tape in TAR, or 3 1/2
inch high density floppy diskettes, or CD's formatted in MS-DOS. (3)
Integrate field survey information into photogrammetric mapping data
bases and that portion of the data furnished by the surveyor must be
compatible with the photomapping data. This could include, but is not
limited to: drill hole locations, utility information, boundary
surveys, horizontal traverse circuits, underwater soundings, DTM
contour grids, and aerial photo control point location coordinates. c.
Capacity of firm to furnish equipment and personnel to accomplish the
work as required to maintain delivery of a quality product on a timely
schedule. d. Firms which demonstrate that they presentlyhave, or the
capability to readily obtain through purchase or lease, an automated
hydrographic survey vessel of 19-30 foot length capable of being
trailered to and operating in U.S. inland and coastal navigation
projects for the automated single beam acoustic surveys. Additional
consideration will also be given to firms who indicate the availability
of a backup vessel/equipment, or source for same. e. For multi-beam
surveys ONLY, the vessel must have a demonstrated capability for being
optionally equipped with full motion compensation, side scan sonar
imaging for underwater hazardous object strike detection, multi-beam,
shallow water acoustic imagery from a single transducer source, and
computer hardware/software components necessary to acquire/record
multiple sounding data. Additional consideration will also be given to
firms who indicate the availability of a backup vessel/equipment, or
source for same. f. Knowledge of the locality. g. Past performance on
similar Department of Defense contracts and other contracts with
respect to cost control, quality of work, and compliance with
performance schedules. h. Extent of participation of SB, SDB,
historically black colleges and universities, and minority institutions
in the proposed contract team, measured as a percentage of the
estimated effort. i. Geographical location of the firm with respect to
where services are required. j. Volume of DOD contracts awarded in the
last 12 months as described in Note 24. IV. SUBMISSION REQUIREMENTS.
Firms having capabilities to perform this work and who wish to be
considered must submit a completed SF 255 (11-92 edition) and
appropriate data as described herein and in Note 24. Only SF 255's
received in this office within 30 calendar days of the date of
publication of this notice will be considered. If the 30th day is a
Saturday, Sunday or Federal holiday, the deadline is the close of
business of the next business day. If an SF 254 is not on file with the
U.S. Army Corps of Engineers, a current SF 254 should also be included.
Firms who wish to be considered for the automated single track
hydrographic surveys should respond to SOL DACW43-97-R-0707,
DACW43-97-R-0708, and DACW43-97-R-0709. Firms who wish to be considered
for the automated multi-beam single transducer channel sweep
hydrographic surveys should respond to SOL DACW43-97-R-0710. If a firm
wishes to be considered for all the solicitations, one copy of the SF
254/SF 255's (11-92 edition) for the prime firm and all consultants
will be required for SOL DACW43-97-R-0707, DACW43-97-R-0708, and
DACW43-97-R-0709 and one copy of the SF 254/SF 255's (11-92 edition)
for the prime firm and all consultants will be required for SOL
DACW43-97-R-0710. Include the firm's ACASS number in SF 255, Block 3b.
