703/706-2766 This is a combined synopsis/solicitation for a commercial
item (service) prepared in accordance with Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
solicitation is issued as a request for quote (RFQ). The solicitation
document incorporates provisions and clauses that are those in effect
through Federal Acquisition Circular 90-45. It is anticipated the
resulting order will be awarded a sole source basis to Antenna
Products, Incorporated at Mineral Wells, Texas and the proposed
contract action is for services for which the Government intends to
solicit and negotiate with only one source under the authority of FAR
6.302. Period of performance is April 15, 1997 through November 30,
1997. The statement of work is as follows. Contractor shall replace
damaged Antenna Products Corporation Type TS-9A tower elevation and
positioning systems (also known as elevator systems) located at U.S.
Army Intelligence and Security Command sites in Korea. Contractor shall
(1) remove the existing 1,000 lb. capacity elevator systems, replace
each with a manually operated elevator system capable of safely
hoisting an AS-3655/G or equivalent antenna, and demonstrate that
capability on all towers. And (2), Inspect/Test, and as required,
correct tension, align, plumb, seal, or refurbish all nine TS-9A
self-supporting towers. The changes, and subsequent tower
refurbishments at all the Detachments (locations) shall be accomplished
with minimum mission loss to the 751st MIBN mission. Contractor shall
provide all labor, tools, coatings, and materials required to replace
the damage tower/elevator systems, and correct all TS-9A tower
deformities or deficiencies. Contractor shall bring towers/elevator
systems up to standards; effectively doubling the current life-cycle
utility of the tower, to carry an AS-3655 Antenna, capable of
withstanding 100 mph winds and 1 inch of radialice. The contractor
shall demonstrate the elevator systems' capability by safely
transporting the AS-3655/G antenna to the ground, and then return and
re-install the antenna to the correct azimuth on the tower, properly
preserving all junctions disturbed in tension or plumb adjustment.
Dismantled elevator system materials shall be moved to a location that
is mutually agreeable to both the contractor and the site point of
contact for final disposition by the government. Contractor shall
certify (1) the correction of the elevator systems' structure and
elevator shortcomings denoted the 1995 site survey, conducted by
Antenna Products and USAINSCOM Antenna Certification, Evaluation, and
Repair (ACER) personnel; and (2) provide the Government a statement of
warranty on materials, to include any sub-contracted/purchased
materials, workmanship, and conditions under which this warranty is
binding upon the contractor. The following deliverables are required
(1) Quality Assurance manufacturing, packaging, installation, and
acceptance test plan; (2) elevator system replacement and tower
refurbishment schedule; (3) update and change pages to the TS-9A self
supporting tower technical manuals; (4) list of materials, tools, and
items required; (5) on-site training plan; and (6) packaging list. The
Government will (1) ship all tools and materials via Government Bill
of Lading (GBL); (2) coordinate and track the GBL movement of tools and
materials to and from South Korea; (3) distribute elevator assemblies
to the Detachments; (4) return to continental United States via GBL
shipment of all tools and materials; (5) coordinate any customs
requirements for import and export of GBL; and (6) provide for
logistics support which is the use of PX, billeting accommodations,
medical services, and legal support. Inspection and Acceptance: The
Government will inspect and accept the elevator systems' at destination
