dial tone, dial 8 435-2996 PEACE CORPS, Western Russia, is requesting
proposals for an Office Space Lease Consultant. Peace Corps is a United
States Government agency. The Office Space Lease Consultant will advise
and consult with PEACE CORPS concerning the procurement of a suitable
office space for its Western Russia headquarters office (approximately
600 sq. meters) in Moscow by October 1, 1997. Proposals must be
received or postmarked no later than April 1, 1997 and should be sent
directly to Peace Corps/Western Russia. T HERE IS NO SOLICITATION FOR
THIS REQUIREMENT. This notice may represent the only official notice of
such requirements, and it includes the statement of work. Please note
that this notice is not an offer to make a contract, but it is only a
request to receive proposals. Any proposal considered by PEACE CORPS is
subject to negotiation of a formal written contract or contracts. Only
a formal written contract or contracts will legally bind the parties
thereto. The TERM of the contract(s) shall be for six mo nths. It also
includes optional services related to the move that can be ordered at
PEACE CORPS' discretion. The SCOPE OF WORK includes the following: (1)
general real estate orientation to Moscow with emphasis on market
information, (2) legal issues and recent developments; (3)
identification of office space fitting PEACE CORPS' requirements; (4)
comparative analysis of prospective office spaces; and (5) assisting
PEACE CORPS' in negotiating a formal written lease. The optional
service SCOPE OF WORK i s as follows: (1) assistance in defining PEACE
CORPS' office space and lease requirements; (2) market survey; and (3)
providing ongoing assistance during the construction of tenant
improvements and moving. Proposals will be considered by PEACE CORPS
from candidates that meet the following minimum specifications: (1)
LICENSE: Candidate must be fully licensed as a real estate
broker/consultant in Moscow (proposal must include identity of license
holder (s) and license number(s)); (2) REFERENCES: Candidat e must
submit a list of three business references; and (3) EXPERIENCE:
Candidate must have two years experience in the local Moscow real
estate market. Cost proposals must include the consultant's proposed
office space lease acquisition fee. Compensation shall only be payable
upon the execution of written acceptance of the premises by PEACE
CORPS. THE AMOUNT OF COMPENSATION SHALL BE PROPOSED BY THE CANDIDATE;
HOWEVER, PROPOSALS FOR COMPENSATION IN EXCESS OF $80 PER SQUARE METER
OF SPACE WILL NOT RECEIVE FURTHER CONSIDERATION. In the event the
office lease consultant is the authorized representative of the
landlord of the leased office space, then the office lease acquisition
fee shall be reduced by one half. The cost proposal shall also include
a separate individual fixed price for each of the following optional
services related to this office move: (1) space planning, permits and
license assistance, (2) engineering, (3) architecture/construction, (4)
legal advice, and (5) property management or relate d services. The
PEACE CORPS at its sole discretion shall order these optional services
as needed. Technical and Past Performance when combined will be of
equal importance when compared to Price. Proposals must be submitted in
English language before the deadline set forth above to: PEACE
