The Office of Scientific and Technical Information (OSTI), a program office of the Department of Energy (DOE), located in Oak Ridge, Tennessee, has a requirement for selecting, abstracting, indexing, categorizing, and cataloging of journal articles. The DOE proposes to enter into a sole-source contract with the American Institute of Physics(AIP) for these services which concern AIP-published journals and AIP-produced Conference Proceedings, and delivering the completed bibliographic records in a standardized format. AIP currently produces 90 percent of the published U.S. physics literature, and under the existing contract, AIP provides the required information processing to OSTI's specifications concurrent with the preparation of its journals and conference proceedings for computer publication. No other source could begin processing information for OSTI until after publication of AIP's journals and conference proceedings; therefore, AIP is the only source that can provide the required services to OSTI in the time frame required to meet the DOE and international technical information programs'requirements.
