to acquire by negotiation services for the operation of seven ocean
going tugs which are currently operated by a combined military and
civil service crew. Period of performance is three years with two, one
year options. Contractor personnel must be U.S. citizens possessing or
capable of obtaining required security clearances and licenses. The
required efforts are subject to government cost comparison IAW OMB
Circular A-76 to determine economic feasibility of contracting out.
Offerors are advised that an award may not be made under the
solicitation if the cost comparison results indicated that the work
should be performed by government personnel. RFP N00033-97-R-1003 will
cover the required services. Anticipate issue date for the
solicitation is 10 June 1997. Respond by e:mail or fax NLT 11 April
