Administration announces the opportunity for construct ion of a new
Research & Administration facility and associated utilities and sit
ework for the Environmental Protection Agency (EPA) on a 132 acre site
located i n Research Triangel Park, North Carolina. The proposed
facility will have a gro ss area of approximately one million square
feet and will provide structured and surface parking for approximately
1,500 spaces. The facility will house office, lab, animal facilities,
computer and associated support space. This is a repr ocure- ment of
the cancelled GSA solicitation GS-04P-96-EXC-0030. Interested pa rties
are cautioned that the scope of this new solicitation contains
significant revisions and scope reductions. The construction
procurement will consist of a negotiated, firm-fixed price contract for
site infrastructure, expansion of an e xisting central utility plant
(CUP), and construction of the main buildings and associated fit-up.
Offerors will be required to respond to technical experience and
qualifications criteria which will be evaluated on a "Go/No-Go" basis.
Offe rors successfully meeting this criteria will advance to the price
evaluation pha se where price is the determining factor for award. It
is the Government's inte nt to award the contract without discussions
or negotiations. The total constru ction cost range is between $200
million and $215 million. The availability of funds appropriated by
Congress for the EPA will determine the ability to exercis e any and
all options, if used. The completion time for the work is 1281 calend
ar days from notice to proceed. Performance, payment and bid bonds
shall be req uired under this contract. Although this procurement is
open to large businesse s, small and minority-owned businesses are
strongly encouraged to participate. P lans and specifications will be
available on March 24, 1997. There will be a no n-refundable fee of
$1,420 for obtaining a full size set of the solicitation doc uments.
Half size drawings (withoutspecifications) are available for $500. A
separate, complete set of specifications are available for $550.
Request for in dividual sections of specification or drawings is not
allowed. Planholders who ordered under solicitation GS-04P-96-EXC-0030
will be provided appropriated quan tities of plans and specifications
free of charge. For new and additional reque sts, only company
