The Postal Service is seeking Qualification Statements from design/build firms wishing to be prequalified to submit a proposal to design and renovate the existing Processing & Distribution Center (P&DC -- LaSalle Building) and construct parking lot in New York(Bronx), New York. The successful design/build entity will be awarded a negotiated guaranteed maximum price contract. The project consists of extensive renovations to an existing 330,000 square foot building, mechanization, and converting nearby vacant site to an employee parking lot. The estimated cost range is between $26,000,000 and $36,000,000. The building will be partially occupied during construction and phasing of the work is required. Total period of design and construction of this project will be 510 calendar days. Only the most highly qualified contractors will be prequalified. To be prequalified, firms must be financially capable, have five (5) years experience as a Design/Build entity, and have completed two (2) comparable projects completed within the past five (5) years. "Comparable projects" are defined for the purposes of this solicitation as renovations to an existing facility containing a minimum of 200,000 square feet (net interior), construction complexity to be equal to or greater than light industrial as per New York City code. Projects shall include extensive exterior and interior work, mechanical/electrical, structural and light mechanization work. Comparable cost must be a minimum of $20 million range. The contractors' Qualification Statement will be evaluated in accordance with the following criteria listed here in order of importance: Experience, Past Performance, Material Handling, Organization, Backlog, Financial Capability, and a Responsibility Verification. The USPS intends to issue a Request for Proposal (RFP) to prequalified firms only. The USPS will select the offeror that provides the best value to the Postal Service, taking into consideration technical and cost related factors. Primary consideration willbe given to superior technical or management features rather than the lowest overall cost.
