Project consists of replacing heating and plumbing systems and
installation of a gas fired boiler in Quarters #1. The work will be
performed at the U.S. Coast Guard Academy, New London, CT. This project
contains hazardous material; the existing steam lines are insulated
with asbestos. This acquisition is 100% set aside for small business:
SIC Code is 1711, Size Standard is $7 million. There will be only one
site visit which will be identified in the solicitation package, and
contractors are strongly encouraged to attend. The solicitation package
is estimated to be ready for issue on or about 18 March 1997, with a
response date of 18 April 1997. The resulting contract from this
acquistion will be awarded to that responsible offeror whose bid,
conforming to the request for bids, will be the most advantageous to
the Government, considering only price and price-related factors. A
nine (9) week Period of Performance is mandatory, and will start on 27
JUN 97 through 29 AUG 97. Liquated damages will be included in this
solicitation and further identified in the solicitation. The price is
estimated to be within the range of $25,000 and $100,000. It is
intended to award a Firm Fixed Price contract. Requests must be made in
writing to Superintendent (fp), U. S. Coast Guard Academy, 15 Mohegan
Avenue, New London, CT., 06320. Telephone requests will not be honored.
All requests shall be accompanied by a $20.00 non-refundable check
payable to the U. S. Coast Guard. For Minority, Women-Qwned and
Disadvantaged Business Enterprises; the Department of Transportation
(DOT), office of Small and Disavantaged Business Utilization (OSDBU),
has programs to assist minority, women-qwned, and disadvantaged
business enterprises to acquire short term working capital and bonding
assistance for transprotation-related contracts. This is applicable to
any eligible prime or subcontractor any any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to $1.0 million per contract. The DOT provides an
80 percent quaranty on the bond amount to the surety against losses.
Loans are also available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
