363-6689 Space Based Infrared Systems (SBIRS) Program Office, Advanced
Programs Division, is seeking aerospace industry inputs for a SBIRS
Industry Day. This synopsis is for information and planning purposes
only and does not constitute a solicitation, nor is it to be construed
as a commitment by the Government. The Government will not pay for any
effort expended in responding to this notice. A draft Request for
Proposal (RFP) for SBIR Low is intended to be released in 2QFY98. This
is anticipated to be followed by a full and open competition for a
Pre-EMD phase in 4QFY98, down-select to a single contractor for EMD
phase in FY00, and first operational launch in FY04. A three (3) day
Industry Day meeting will be held 29 Apr through 1 May 97 at The
Aerospace Corporation, Bldg A-1, Room 1062, 2350 East El Segundo Blvd,
El Segundo, CA 90245. To help meet SBIR Low deployment schedules, the
SBIRS Program Office is soliciting ideas for technology investment and
acquisition strategies. All meetings will be held at DoD Secret level.
All interested parties are invited to attend days one and two when the
government team will present concepts for technology development,
system acquisition, and potential system requirements. The SBIRS System
of Systems integrating contractor will also brief on the system of
systems requirements and SBIR Low requirements flowdown. A third day
will be used to meet individually with potential vendors who submit
white papers on technology strategies. The white papers shall be
submitted in writing by 14 Apr 97 and should be less than thirty (30)
pages. Preparation instructions for Industry Day and the required white
paper format will be located in the SBIRS Program Office document
library and on the SBIRS Program Office home page of the World Wide Web
(http://www.laafb.af.mil/SMC/MT/sbirs.htm). Seating is limited,
therefore advance written requests for admittance are required not
later than 14 Apr 97 and each contractor will be limited to five (5)
representatives. All written responses shall be submitted to SMC/MTKA,

All Visitor Clearances should be faxed to the Visitor Control fax at
(310) 363-6882. Requests should specify "Attn Calvin Fisher, SBIR Low
Industry Day". The government anticipates holding additional periodic
meetings to keep potential offerors informed about the state of this
acquisition. Hard copies of SBIRS program requirements documents (SBIRS
ORD and RAD) and technical descriptions of the SBIR Low Flight
Demonstration System, Low Altitude Demonstration System, and government
baseline designs will be located in the SBIRS Program Office document
library. Visits to this Technical Library will be by request only and
will be restricted to three visitors per firm per visit due to space
limitations. A catalogue of available documents will be accessable
through the SBIRS Program Office web site. Unclassified and
non-proprietary documents will also be available through the web site.

Since access to classified and critical technologies will be required
for this effort, we expect that foreign contractors will be authorized
