POC POC: Louis Marchio (810) 574-7208 The U.S. Army Tank-Automotive
and Armaments Command (U. S. government) and the government of the
Philippines are soliciting sources for the acquisition of one (1) each,
truck, Mobile surgical/first AID/examination unit that is Diesel egnine
driven, 6X4, automatic transmission with a GVWR of 54,600 pounds. This
surgical unit will be procured using the federal specifications,
standard and handbooks of O-E-915 (fire extinguisher, DRY-CHEMICAL) and
FED-STD-297E ( rustproofing of commercial (nontactical) vehicles).
Other government documents, drawings, and publications include those
published by the department of transporation (DOT), Environmental
Protection Agency (E PA), national fire protection agency (NFPA),
society of automotive engineers (SAE), Inc. The tire and rim
associates, Inc., American welding society (AWS), American society of
mechanical engineers (ASME), and the European tire and rim technical
organization (etrto ). Requirements of the Mobile surgical/first AID/
examination unit are as follows: standard vehicle components,
assemblies, and accessories shall be standard or optional items, which
meet or exceed the requirements shown herein. All chassis items are to
be as represented in the body and equipment manufacturer's technical
data and the model furnished cannot be older than the chassis
manufacturer's current model. Special requirements will pertain to:
painting and marking, rustproofing, wood treatment, towing devices,
both front and back. General chassis design will comply with all
federal motor vehicle safety standards and all Environmental Protection
Agency regulations for air pollution control. Curb weight to include
the weight of the chassis and CAB, with all attachments, accessories,
and equipment. Vehicle ratings shall be the manufacturer's published
ratings, not to be raised to meet applicable specification
requirements. Performance to be calculated using both low and high
speed gradeability. Maximum geared speed at engine governed speed shall
be no less than 60 Miles per hour. Engine power to attain designated
reared speed shall be verified with calculations IAW SAEJ688. The
engine furnished shall be the truck chassis manufacturer's standard or
optional engine, inclusive of a governor to limit the engine to the
engine manufacturer's recommended operating speed. The required Diesel
engine shall be equipped with the manufacturer's heaviest duty cooling
system. The electrical system shall be I.A.W. all federal motor carrier
safety regulations pertaining to electrical systems for medium and
heavy duty trucks. A 12 volt direct current (DC), starting and lighting
system shall be furnished, with an alternator capacity of not less 100
amperes. Each Battery will be of 12-VOLT potential, with a total cold
cranking capacity of at least 1800 amperes. The vehicle shall be
suppressed to limit electromagnetic radiation IAW saw J551. An
automatic transmission with no less than five forward gears is to be
included, delivered a maximum torque capacity of at least equal to the
maximum torque delivered by the engine. The chassis frame shall be
that of the manufacture's standard, no less than 110,00 PSI hot rolled
steel, and be under the whole van body. Front suspension shall be of
the multi-leaf spring type, with no less than a 14,6 00 lb. Capacity.
Rear suspension shall be of the full -are ride type, with a capacity of
no less than 40,000 pounds, and be supplied by the chassis
manufacturer. Wheels, rims, and tires shall be equipped with single.
