Wright-Patterson AFB OH has a need for a Modular Lifting Beam System.
It is required in support of the NASA EOS AM-1 Spacecraft
Transportation System Program. The contractor shall manufacture the
modular lifting beam system in accordance with Specification SP9971700
(with all associated specifications, standards and documents) and Data
List DL9971700 (with all associated drawings, parts lists and
documents, respectively). The Specification, Data List and List of
Evaluation Criteria provide the necessary requirements and must be
obtained from the buyer to enable submittal of an offer. Item
definition: A modular lifting beam system shall be designed to lift the
five-sided aluminum cover from the transportation system trailer deck.
The beam will allow an eight point lift of the cover and require a
very small overhead clearance during lifting. The main beam and cross
beam structures' design consists of structural C-channels bolted back
to back with spacer plates in between. The assembly of the cross beams
to the main beam is performed using shackles. The beam system will be
disassembled for transportation purposes and have casters for ease of
movement. The beam system is marked to allow exact reassembly each and
every time. The beam system will be used in a clean room and therefore,
is fabricated with clean room compatible/friendly parts and materials.
The performance requirements of the lift beam system involve an
inspection and a load test. The design and construction requirements of
the beam system involve the applicable production drawings, the
standards of manufacture, workmanship requirements and manufacturer's
written certification. The task requirements involve establishment of
a management system, acceptance testing and inspection, requests for
deviation/waiver and engineering change proposals, rejection criteria,
management and technical meeting requirements, and quality assurance
requirements. The acceptance testing and inspection is required within
12 weeks after receipt of award and will be performed at the
contractor's facility. Delivery is required 1 week after acceptance.
FOB is destination to Wright-Patterson AFB OH. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. It is requested that all offerors
advise if this modular lifting beam system is a commercial item based
upon the FAR 2.101 definition. This announcement constitutes the only
solicitation; quotes are being requested, and a written solicitation
will not be issued. This Solicitation No. F33601-97-Q-00696 is a
Request for Quote (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 40. The associated Standard Industrial Code (SIC) for this
procurement is 3536 and the small business size standard is 500
employees. Contract line item number (CLIN) 0001 is one (1) each
Modular Lifting Beam System. The following FAR provisions apply to this
solicitation: 52.212-1, Evaluation-Instructions to Offerors-Commercial.
The offer must be held open for 60 days; 52.212-2 Evaluation-Commercial
Items. Evaluation criteria to be included in paragraph (a) of provision
52.212-2 are as follows: (I) technical capability of the item offered
to meet the Government requirements; (ii) delivery schedule, (iii)
quality, (iv) past performance, (v) price; in descending order of
importance. Technical, delivery, quality and past performance, when
combined, are significantly more important than price. Offerors are
also requested to provide three sources for past performance
requirement. All offerors are to include with their offers a completed
copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items (available upon request). The following
FAR clause applies to this acquisition; 52.212-4, Contract Terms and
