to 56 each Single Channel Anti-Jam Manportable(SCAMP) Block I Spares
Sets(defined as all parts within and including the basic and accessory
cases, less TTA) for use as "Inviolate Spares" for Army(up to 17 each)
and Air Force(up to 39 each). This new requirement for Inviolate Spares
will serve to support rapid deployments for critical mission
requirements and will include repairs and maintenance via an associated
Warranty or Time and Material provision and fielding and storage
requirements. In addition, CECOM plans to procure up to 10 SCAMP Block
I Terminals (defined as "full-up systems", including TTA). This new
requirement includes Warranty and Total Package Fielding requirements.
Formal solicitation is expected to be issued on or about 11 March 97.
A non-competitive negotiation is proposed with Rockwell Corporation,
Communication Systems Division, Richardson, TX. However, all
responsible sources may submit a proposal which shall be considered by
the agency. Rockwell Corporation is the only source who possesses the
capability and knowledge required to satisfy the Government's
requirements. See Note 22. The U.S. Army Communications Electronics
Command (CECOM) has established an Electronic Bulletin Board (EBB) to
provide electronic transmittal of Request for Proposals (RFPs) and
Invitations for Bids (IFBs) from Government to Industry. All interested
parties wishing to do business with CECOM are invited to access,
operate, send and receive data from the CECOM EBB system. To become a
user of the EBB, you will need an identification code and password in
addition to a computer terminal equipped with the necessary hardware
and software to interface with the EBB system. A user's identification
code and password will be issued upon request along with instructions
for downloading the EBB User's Manual. All requests must include (1)
company name, (2) point(s) of contact name(s) and title(s), (3) return
address(es) and (4) telephone number(s). Please send your request in
