RFQ-70198070962 DUE 032097 POC Mr. Charles P. Taylor DESC: This is a
combined synopsis/solicitation for commercial services prepared in
accordance with the format in subpart 12.6, as supplemented with
additional information included into this notice. This announcement
constitutes the only solicitation; proposals are being requested and
written solicitations will not be issued. This is a request for
quotation (RFQ) number RFQ70198-7062. This solicitation document will
incorporate provisions and clauses that are in effect through the
Federal Acquisition Circular 90-42. The standard industrial
classification code is 3663 and the size standard is 750. The following
is a description of the antennas requested: Item #1 Dual Polarized Log
Periodic Antenna, Frequency 0.1 to 1.0 Ghz (3 each), and Item #2 Dual
Polarized Log Periodic Antenna, Frequency 1.0 to 12.4 Ghz (3 each),
the following are the specifications for the Dual Polarized Log
Periodic Antennas -- Isolation between polarizations (low-band LPA to
be tested with feed lines positioned at the vertical,60 degrees from
the vertical, and horizontal for both polarization planes)***23dB
minimum to -30 dB, One-Half Power Beamwidth *** 45 degrees minimum,
Gain in decibels relative to a linear isotropic source (dBli) versus
frequency *** +6.5 dB minimum, Impedance ****50 Ohms, Voltage standing
wave ratio steel) **** 2.5:1 maximum, Coaxial Connector (stainless
steel) ****N female, Power Handling **** 5 watts CW maximum, and
Mounting Provisions **** AFT plate normal to feed lines with bolt
pattern to attach to faceplate of source positioner. Item #3
Multi-Octave Horn, frequency 0.5 to 6.0 Ghz (2 each), Item #4
Multi-Octave Horn, frequency 2.0 to 18.00 Ghz (2 each). The following
are specifications for the Multi-Octave Horn antennas -- - Permissible
aperture size (diagonal dimension) *** 35" maximum, Nominally uniform
one-half power beamwidth E and H planes *** 30 degrees minimum, Cross
polarization *** -20 minimum to -25 db or greater, Impedance *** 50
Ohms, Voltage Standing Wave Ratio (VSWR) *** 2.5:1 maximum, Coaxial
Connector (stainless steel in all cases ) ****N Female and when
frequency is greater and Mounting Provisions *** Aft plate with
mounting bolt pattern parallel to aperture. Horns re to be mounted on
a polarization source positioner where the rotational axes are
coincident with each other and with the tapered anechoic chamber
boresight axis. PERIOD of PERFORMANCE -- The offeror shall be capable
of delivering these antennas within 45 days to ARO. As prescribed in
FAR 52.12-2 Evaluation-Commercial Items. The Government will award a
contract resulting from this solicitation to the responsible offeror
whose conforming to the solicitation will be most advantageous to the
government, price and other factors considered. The following factors
shall be used to evaluate offers: Technical Compliance with the above
specifications, Price, and Required Delivery date. The following FAR
Clauses will apply to the this solicitations: 52.219-6 Notice of Total
Small Business Set-aside. Offers are due on March 20, 1997, by 12:00
Noon, Federal Bureau of Investigation, Room 6888, JEH FBI Building, 935
