This announcement constitutes the only solicitation; no written solicitation will be issued. Firm, fixed price quote under Request for Quotes (RFQ) solicitation number R220Q970010 is being requested. It is anticipated the requirement will not exceed the Simplified Acquisition Threshold. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular #90-45. This procurement is a 100 percent set-aside for Small Business Concerns. The SIC code for this procurement is 3663, Radio and Television Broadcasting and Communications Equipment. The Small Business Size Standard is 750 employees. The National Interagency Fire Center (NIFC), Bureau of Land Management (BLM), radio cache has a requirement for 60 each duplexers. The BLM radio cache supports natural disaster support personnel and persons dispatched to remote wildland fire activity locations with communications equipment and kits. The requirement is for small size duplexers as components of the portable incident command repeater kits. The kit components are shipped in fibergalss containers that also serve as mounting platforms. The units form an interconnecting communications web that links personnel dispersed over thousands of acres. Kits offer a means of coordinating support efforts and instantly relaying information that may save lives. Kits consist of two primary components, a repeater and a duplexer. In past years, the repeaters have been mounted in the shipping container lid and the duplexer in the container, itself. Because replacement repeaters are now slightly larger, the duplexer unit is being relocated to the lid. Duplexers shall be 5.25" H X 19" W X 7" D or smaller to mount in the lid. Duplexers shall weigh no more than 10 lbs because a heavier unit could tip the mounting platform when batteries are changed. The duplexer shall be tunable through 148 to 174 Megahertz (MHz) range with frequency separation of 1.5 MHz with less than 2.5 decibels (db) RX insertion loss and less than 1.5 db RX loss at anything over 3 MHz frequency separation. The TX insertion loss shall not exceed 1.5 db. Delivery and acceptance shall be made FOB Destination, freight charges included in the unit price, to NIFC-BLM, 3833 S. Development Ave., Boise, ID 83705-5354. Delivery shall be made by June 27, 1997; partial deliveries will be accepted.
