59 -- DIGITAL IMAGE TRANSMISSION SYSTEM (DITS) SOL NA DUE 040497 POC Point of Contact -- Mr. Jaime Gonzalez, 703-704-3212. E-MAIL: Digital Image Transmission Service, gonzalev@nvl.army.mil. This is a market survey to locate sources for a Digital Image Transmission System (DITS), which will meet or exceed the Light Weight Video Reconnaissance System (LVRS) performance specification (MIL-PRF-49321). The LVRS specification is available from the address listed below. The DITS should be National Imagery Transmission Format (NITF) 2.0 certified (minimum Level of 3). DITS will be utilized with video-thermal imaging equipment for use in the CECOM Research, Development, and Engineering Center (RDEC) effort to digitize the battlefield. DITS shall provide a full range of data transmission capabilities, communication protocols, and interoperability with current and proposed government communications links (e.g., SINCGARS, HF, and SATCOM). Imagery and Data should be able to be sent over all government voice bandwidth circuits in harsh tactical environments where air time for transmissions is limited and maybe using cryptologic devices or secure telephones and radios. Hardware and software shall be user friendly to allow non-technical users to operate the system. The DITS shall be configurable for use on various platforms, i.e., vehicle, aircraft, and man-portable. The DITS shall consist of the following major components: an outstation, a basestation, and a workstation. The outstation shall be a ruggedized handheld Pentium based computer with an active LCD display and sufficient memory capacity to view captured imagery prior to transmitting. This outstation shall be capable of acquiring, storing, and transmitting still frame imagery. The outstation shall provide as a minimum a serial interface, a parallel port as well as two (2) user accessible Type II PCMCIA slots for interface with external devices. The DITS shall also provide an interface to a National Television Systems Committee (NTSC) video source as well as to a digital 4:2:2 (or 4:1:1, 4:2:0) video sources (e.g. digital camera, digital camcorder, etc.). The resident software shall be capable of manipulating and compressing the captured imagery prior to exporting. The DITS basestation shall have all of the capabilities of the outstation and shall be a ruggedized Pentium notebook computer with an active LCD display. The basestation will be operated inside a shelter, vehicle, or aircraft to receive and disseminate digital imagery taken from the outstation. The basestation shall have sufficient memory and hard disk space to hold several images prior to transmission. Software for these purposes shall be provided and be upgraded as new revisions become available. The workstation shall be a multimedia Pentium MMX based with a large high resolution monitor color monitor. The workstation shall sufficient RAM and VRAM to manipulate several images simultaneously. The workstation shall be capable of importing imagery from either the outstation or the basestation. The workstation will be operated in an office environment and should have expansion capabilities (i.e. card slots, drive bays, etc.). The workstation can be used to archive digital imagery either to a mass storage device (i.e. multiple large fast disk drives) or to write the imagery out to an optional internal CD-ROM for later analysis. Software on the workstation shall allow the operator to manipulate the imagery (e.g., enlarge, crop, color balance, etc.), annotate areas of interest prior to archival. The optional accessories shall not be limited to the following items: Camcorder, AC Adapters, PCMCIA SRAM cards, Digital Camera -- High Resolution, Digital Camera -- Low Resolution, Color Printer, Digital Color Printer, Color Video Printer, Color NTSC Monitor, Associated Cables, Power Supplies, Interface cables to cryptologic devices, Interface cables to SINCGARS, HF and SATCOM equipment, Technical Support as needed, Expedited Deliveries, etc. This equipment is to be Commercial-Off-The-Shelf (COTS), Non-Developmental Item (NDI) or COTS-NDI with minor modifications which include but are not limited to hardening for field and inclement weather use. This is not a Request For Proposal (RFP).
