synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; bids are being requested and a written solicitation
will not be issued. The TASC Computer Center (TCC) has a requirement
for a Hitachi Skyline Model 31 Processing Complex to include 340 MIPS,
1.0 GB Main Storage, 64 parallel CHPIDS, 32 ESCON CHPIDS, and a
radiator cooling option. The system will be acquired through a 36 month
lease and will include an option to purchase. The awarded contract will
contain a base year with 12 month lease payments and two option years
each with 12 month lease payments. The bidder must propose 36 equal
monthly lease payments, a purchase price for the Government's option to
purchase, and a factor for each of the 36 months that the Government
would apply to the purchase price as the cost to terminate the lease at
that point and purchase the system. The awardec contract will also
include separate optional items in each of the three (base and two
option) years for an additional processor for the above system, 512 MB
Main storage, 16 parallel CHPIDS (additional), 16 parallel CHPIDS
(removed, trade-in), 16 ESCON CHPIDS (additional), an additional
processing frame (MDL 52 and above), and an additional PCDU Frame (MDL
52 and above), and the bidder must include separate purchase prices
for each of these items for each of the three years. All prices must
include system maintenance for the life of the 36 month term. The
solicitation number is DTTS59-97-B-00201 and is issued as an Invitation
for Bids. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-42.
Delivery will be FOB Destination to the TCC, 400 7th St., SW,
Washington, DC 20590 by April 15, 1997. Delivery of optional items
shall be 30 days from exercise of option. Only new material is
acceptable. The provision at 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition and there is no addenda. The
provision at 52.212-2, Evaluation -- Commercial Items is applicable
except award will be made to the responsive, responsible bidder with
the lowest evaluated price. Price will be evaluated based on the sum of
the 36 month lease payments for the base system, the prices for the
optional items, and a weighted average of the cost to purchase the base
system over the life of the 36 months, based on one month chosen each
of the three years. Bidders must include a copy of the provision at
52.212-3, Offeror Reprsentations and Certifications -- Commercial
Items, with its bid. The clauses at 52.212-4 (Contract Terms and
Conditions -- Commercial Items) and 52,212-5 (Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items) apply. In addition, the awarded contract will include
FAR clauses 52.207-5, 52.217-9, and 52.217-6. This procurement has no
set aside restrictions. Bids are due 15 days from the publication of
this announcement by 5:00 p.m. local time to TASC Acqusition Services,
