Center, Carderock Division intends to pursue a competitive 5 year
(including 2 out year priced options) Indefinite Delivery Indefinite
Quantity, Time and Materials type contract. This action is being
pursued as a 100% Small Business Set-Aside with award being made to the
offeror whose proposal is considered to represent the Best Value in
terms of technical and cost considerations. The Navy is procuring RDT&E
Fleet Support Engineering Services for research, development, test and
evaluation efforts in the area of shipboard/submarine fire and smoke
protection and management, surface ship and submarine atmosphere
control, advanced materials development, and advanced sensor
technology. The prospective offeror shall provide scientific,
engineering and technical services and facilities to perform fire
testing; fire test evaluations, fabrication and installation of
advanced fire suppression and thermal protection systems aboard ships,
submarines and test vehicles, analyze data for suitability and
effectiveness of new materials, develop models and conduct simulation
activities on fire and smoke propagation and control and conduct
studies on advanced sensor systems on the behalf of a variety of
improvement programs being conducted by the U. S. Navy. An
organizational conflict of interest provision may be applicable to this
work and included in the solicitation and subsequent award document. In
accordance with the Service Contracts Act, a wage determination is
applicable and will be included into any subsequent award. Individual
tasks will be initiated via the issuance of Delivery Orders.
Anticipated availability for this solicitation package will be
approximately 21 April 1997 with closing date approximately 30 May
1997. All responsive and responsible sources that submit an offer will
be considered. Be advised that the Government intends on making a
