months. The scope of the effort is to develop distributed and
interactive Intelligence, Surveillance and Reconnaissance Measures of
Merit (ISR MOM) algorithms and a testbed demonstration to quantify the
value added of the performance of each platform. The successful
contractor must have knowledge of execution management, measures of
merit including measures of effectiveness, measures of performance, and
measures of robustness. In addition the contractor must have knowledge
of collection and connection management. A read library containing
technical information relating to this acquisition is available for
review by potential offerors at Rome Laboratory/OCSM, 26 Electronic
Pky, Rome NY 13441-4514. Appointments for access may be made by
contacting Mark G Alford, (315)330-3753 at least forty-eight (48) hours
in advance. The library contains technical data subject to export
control. Prior to review, potential offerors must submit a copy of an
approved DD Form 2345, "Military Critical Technical Data Agreement",
along with a letter from the Data Custodian designated on that form,
authorizing access by whomever will be reviewing the library, to ATTN:

13441-4514, or faxed to his attention at (315)330-3573. The successful
contractor may receive and/or generate technical data subject to
export control in the performance of the contract. Therefore,
prospective offerors must provide a completed and approved DD Form 2345
which certifies the offeror is on the Certified Contractors Access List
(CCAL) or the offeror is seeking application to CCAL. The successful
offeror must have a completed and approved DD Form 2345 prior to award.

Center at 1-800-352-3572. Memorandum of Understanding (MOU) country
sources must contact the Contracting Officer within fifteen (15)
calendar days from the date of this synopsis to receive a copy of the
solicitation packageat the time it is initially issued. Issuance of the
solicitation will not be delayed to review requests from MOU country
sources received after the fifteen (15) calendar day time period or
from non-MOU country sources. The RFP will be released no sooner than
97MAR17. SECRET Clearances will be required for performance. The
Request for Proposal (RFP) will be available electronically on the
World Wide Web. Go to the Rome Laboratory Home Page at the following

Ombudsman has been appointed to hear significant concerns from offerors
or potential offerors during the proposal development phase of this
acquisition. Routine questions, such as clarifications of the Statement
of Work or the terms and conditions, are not considered to be
"significant concerns" and should be communicated directly to the
Contract Specialist, William J Turczyn, (315)330-1953. The purpose of
the Ombudsman is not to diminish the authority of the contracting
officer or program manager, but to communicate contractor concerns,
issues, disagreements and recommendations to the appropriate Government
personnel. The Ombudsman for this acquisition is Vincent Palmiero,
Chief, Policy and Management Division, at (315)330-7746. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. The
Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the Contract
Specialist/Contracting Officer and could not be satisfactorily resolved
at that level. No telephone requests for the solicitation will be
honored. All written requests must be addressed to the attention of the
Contract Specialist, William J Turczyn, reference the code A-7-1701-Z,
and contain the respondent's Commercial and Government Entity (CAGE)
code. All responsible sources may submit a proposal in response to the
RFP which shall be considered. Potential offerors are advised that a
conventional solicitation will not be issued. This solicitation and
resulting award shall be made in accordance with the Research and
Development Streamlined Contracting Procedures (RDSCP) described in
DFARS 235.70. The solicitation will appear in a subsequent edition of
the Commerce Business Daily. Concurrent with publication of the
solicitation, a supplemental package will be mailed to all respondees.
