The scope of the effort is to develop distributed and interactive Intelligence, Surveillance and Reconnaissance Measures of Merit (ISR MOM) algorithms and a testbed demonstration to quantify the value added of the performance of each platform. The successful contractor must have knowledge of execution management, measures of merit including measures of effectiveness, measures of performance, and measures of robustness. In addition the contractor must have knowledge of collection and connection management. A read library containing technical information relating to this acquisition is available for review by potential offerors at Rome Laboratory/OCSM, 26 Electronic Pky, Rome NY 13441-4514. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. Memorandum of Understanding (MOU) country sources must contact the Contracting Officer within fifteen (15) calendar days from the date of this synopsis to receive a copy of the solicitation packageat the time it is initially issued. Issuance of the solicitation will not be delayed to review requests from MOU country sources received after the fifteen (15) calendar day time period or from non-MOU country sources. The RFP will be released no sooner than 97MAR17. SECRET Clearances will be required for performance. The Request for Proposal (RFP) will be available electronically on the World Wide Web. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
