A -- BROAD AGENCY ANNOUNCEMENT -- DUAL USE APPLICATION PROG (PART 1 OF 5) SOL DAAE0797QBAA2 POC POC: Jean Paul Marcoux (810) 574-6793 The U.S. Army Tank-Automotive and armamanets command (T acom) is issuing a Broad agency announcement (BAA) as authorized by 6.102(D)(2) and 35.016 of the federal acquisition regulation (FAR) which provides for the competitive selection of basic and applied research proposals. The BAA announcement is the solicitation. No other solicitation or request for proposal will be issued. This office will not maintain a bidders mailing list for the BAA. Potential offerors should monitor the CBD for potential changes to this announcement. The government reserves the right to select for award any, all, part or none of the proposals received in response to this announcement. There is no preset dollar range for individual proposals. There is no guarantee that awards will be made in each of the identified topic areas. The government may award several proposals in a topic area depending in part on the cost of individual proposals and available funding. Offerors may submit proposals for any number of topics buy only onetopic per proposal is permitted. The BAA closes on 31 March 1997 unless extended, cancelled or withdrawn earlier. Background: this BAA is issued under the science and technology initiative (S&T) and is part of the defense department's dual use application program (duap) which is contained in this year's omnibus appropriations Bill it is the intent of this BAA to obtain proposals that will result in jointly funded efforts with industry which are needed to meet future defense requirements. Congressional direction requires that at least 50 percent of the cost of a project under this initiative be provided by industry. The remaining cost of the project (50%) will be equally shared by the sponsoring service and the duap. The key to success is to identify where defense and industry have mutual interests and can work together to develop Technologies to ensure both defense and commercial needs are met. There has been made available $75 million to the services for dual use projects. The total duap contribution for the proposals submitted form each service should not exceed $50 million. The term of the coopertative agreements and "other transactions" may not exceed 5 years. To reduce the traditional administrative burden and oversight of government contracts, we plan to use during as an innovative type of agreement one not generally subject to the normal federal procurement laws and regulations known as an "other transaction" or cooperative agreement. This type of agreement allows a great deal more flexibility and has FAR fewer regulatory requireme nts than a typical federal acquisition regulation (FAR) contract. Intellectual property provisions may be negotiated that differ from those usually found in procurement contracts. There are 11 topic areas as follows: cidi (compression ignition direct injection engine technology); virtual product development (distributed, interconnective design environment); propulsion powerpack density/performance enhancements; hybrid and alternative fuel technology; intelligent transportation and robotics technology; advanced lightweight/materials; vehicle diagnostics/ prognostics (smart vehicle technology); reduction of environmental concerns; catalysts affecting fuels, lubes, emissions and engine performance; protective devices to increase survivability; human interface.
