Technology for MAN-IN-THE-LOOP ground vehicle systems; and vehicle
mobility enhancements. Each topic area will be ranked separately. In
order to be placed in the ranking, a proposal must comply with FAR
35.016 and be within the definitions of "basic and applied research" as
described in FAR 35.001. Proposals that involve either basic research
or final product development beyond the stage of product prototype or
feasibility demonstration are outside the scope of the competition and
will not be acceptable. Proposal instructions: proposals responding to
this announcement shall reference the BAA number DAAE07-97-Q -BAA2. The
offeror must inducate if this or a related proposal has been offered
to, or is under consideration by, any other government agency. The
offeror's cost/ funding proposal must remain valid for a minimum of 180
days from the date of the proposal. Mail proposals to Mr. Jean Paul
Marcoux, U.S. Army Tank-Automotive and Armaments Command, Attn:
AMSTA-AQ-MCD (mailstop 274), Warren, MI 48397-5000. All proposal must
be submitted by mail. Interested offerors should submit an original
plus two copies of each cost/funding and technical proposal. Type must
be no smaller than 12 pitch and PR oposals should be marked
"cost/funding" or " technical". The technical proposals should not
exceed thirty-five typed pages and must include a discussion of the
nature and scope of the research and the planned technical approach.
Proposals shall not contain any data classified above the secret
classification level. The technical proposal shall include a one page
executive summary; a section on company history in this technical area;
a proposed scope of work (SOW) detailing the technical tasks to be
accomplished under the proposed effort together with a one-page task
milestone chart which corresponds to the proposed scope of work. The S
ow may become the body of any resulting contract and should be
identified as "scope of work" in the proposal. Unnecessarily elaborate
brochures or presentations beyond that sufficient to present a
complete and effective proposal are not desired. Any resultant contract
will require two trips to TACOM, Warren, MI during the course of
performance. Contract reporting requirements will include quarterly
technical reports, monthly financial reports, and a final technical
report. The cost/funding proposal has no page limit; however, offerors
are asked to submit no more than 20 pages. Work breakdown structures
and certified cost or pricing data are neither required nor desired.
Cost/funding proposals should be organized to include four sections in
the following order: total project cost, cost sharing and in-kind
contributions, cost to the government, and off-budget supporting
resources. These are described in more detail below. Section 1 -- total
prject cost: this section will give a detailed breakdown of costs of
the project. Cost should also be broken down on a TASK-BY-TASK basis of
each task appearing in the statement of work. This should include all
of the proposed cost to the government andcost sharing by the proposer.
The following information should be presented in your proposal for the
effort: total cost of the particular project phase total proposer cost
share; funding requested from the government; and elements of cost
(labor, direct materials, travel, other direct costs, equipment,
software, patents, royalties, indirect costs, and cost of money).
Sufficient information should be provided in supporting documents to
