(703) 875-4009 Agencia de Desenvolvimento Tiete-Parana ("ADTP") invites
submission of qualifications and proposal data (collectively referred
to as the "Proposal") from interested U.S. firms which are qualified on
the basis of experience and performance to work with ADTP in the
completion of a study to evaluate the feasibility, economics,
commercial restraints, financing and development required for a
gas-fired power plant of approximately 200 -- 300 MW in the Sao Paulo
-- Rio de Janerio region of Brazil ("Study"). Firms which are
experienced in developing private power projects and obtaining limited
recourse financing for large electric power generation projects, and
which will commit specific experienced personnel to work on the project
with ADTP, will be preferred. The U.S. Trade and Development Agency
("TDA") has provided a US$283,000 grant to ADTP to facilitate
development of this feasibility study. The TDA Grant Agreement is
intended to partially fund the cost of goods and services required for
the Study,which is valued at US$566,000. In addition to the TDA Grant,
the Offeror selected by ADTP will be expected to contribute the balance
($283,000) in expenses and/or in-house costs incurred to complete the
full $566,000 Terms of Reference ("Offeror Cost Share"). The Offeror
selected to complete the Study will also sign a letter agreement which
will provide for reimbursement of the TDA portion of the Study funds
if the selected Offeror obtains additional work on this proposed
project ("Success Fee"). Examples of all relevant documents are
included in the RFP package available from TDA. The Study will be
divided into two phases. The first phase will support initial
evaluation of energy demand and generation planning data to be obtained
in cooperation with local energy authorities (CESP, COMGAS,
ELECTROBRAS), site evaluation, preliminary project configuration
reviews and development of appropriate supply and energy purchase
letters of intent. At the conclusion of the first phase, TDA, ADTP and
the Offeror will meet to determine if the results of the first phase
analysis warrant continuation of the Study into the second phase. If it
is agreed by all parties to complete the full study, the second phase
of the Study would include optimization and other facility studies,
environmental reviews and analysis, development of project commercial
structure, and financial modelling and development of draft financing
memoranda for the project. A detailed Request for Proposals (RFP),
which includes requirements for the Proposal, the Terms of Reference,
and a background desk study report are available from TDA, at Room 309,
SA-16, Washington, D.C. 20523-1602. Requests for the RFP should be
faxed to the IRC, TDA at 703-875-4009. In the fax, please include your
firm's name, contact person, address, and telephone number. Some firms
have found that RFP materials sent by U.S. mail do not reach them in
time for preparation of an adequate response. Firms that want TDA to
use an overnight delivery service should include the name of the
delivery service and your firm's account number in the request for the
RFP. Firms that want to send a courier to TDA to retrieve the RFP
should allow one hour after faxing the request to TDA before scheduling
a pick-up. Please note that no telephone requests for the RFP will be
honored. Please check your internal fax verification receipt. Because
of the large number of RFP requests, TDA cannot respond to requests for
fax verification. Requests for RFPs received before 4:00 PM will be
mailed the same day. Requests received after 4:00 PM will be mailed the
following day. Please check with your courier and/or mail room before
calling TDA. Only U.S. firms and individuals may bid on this TDA
financed activity. The U.S. firm may use subcontractors from Brazil for
up to 20 percent of the TDA grant amount and are encouraged by ADTP to
do so. All goods and services to be provided by the selected firm
shall have their nationality, source and origin in the U.S. or Brazil.
Interested firms, their subcontractors and employeesof all
participants must qualify under TDA's nationality requirements as of
the due date for submission of qualifications and proposals and, if
selected to carry out the TDA-financed activity, must continue to meet
such requirements throughout the duration of the TDA-financed
activity. Details of TDA's nationality requirements and mandatory
contract clauses are also included in the RFP. Interested U.S. firms
should submit one original and two (2) copies of their Proposal in
Portuguese and one (1) in English directly to the Grantee in Brazil by
April 11, 1997. Evaluation criteria for the Proposal are included in
the RFP. Price will not be a factor in contractor selection, and
therefore, cost proposals should NOT be submitted. The Grantee reserves
the right to reject any and/or all Proposals. The Grantee is not bound
to pay for any costs associated with the preparation and submission of
