extension 540 Professional Architect-Engineering services are required
to conduct energy audits at the Federal Correctional Complex,
Allenwood, PA and the Federal Correctional Institution Ft. Dix, NJ. The
approximate gross square footage for each is 1,260,000 and 733,000
respectively. The energy audit will generate a comprehensive report
identifying sources of energy consumed per area or unit or equipment.
The report shall also list Operation and Maintenance (O&M) procedures
for decreasing energy consumption and Capital Projects to improve
consumption of the same. The report shall also address alternate fuel
sources and potential savings related to utility contract changes. The
estimated performance period of the contract is 225 calendar days. The
evaluation criteria for selection and contract award, in descending
order of relative importance, are as follows: (1) Proposed project team
and organization; (2) Comparable experience and performance; (3)
Capability and capacity; (4) Past performance on contracts for
government agencies and/or private industry projects; (5) Knowledge of
locality; and (6) Proximity to the project. Only those firms residing
in the Commonwealth of Pennsylvania or the State of New Jersey, and
have the capability to perform the services described herein, are
requested to submit appropriate data within 30 calendar days from the
publication date of this announcement. Applicant responses to the
aforementioned evaluation criteria shall use Standard Forms 254 and
255, which will form the basis of the initial evaluation of
qualifications. The data submitted shall be concise and must address
all specific categories listed in the evaluation criteria.
Additionally, all applicants must provide a sample energy audit report
from a similar project. The sample report will assist the government
in its evaluation of firms applying for the resultant contract. The
Standard Industrial Classification Code is 8712, with a size standard
of $2,500,000.00. This requirement is 100% set-aside for small
business. A firm-fixed price contract will result from this
