Demolition of Building 503 at Fort Wingate Depot Activity, near Gallup,
NM. Building 503 was an ordnance washout facility, and it contains a
large amount of process equipment highly contaminated with explosives,
which will require specialized equipment, processes such as flash
flaming and skills to safely dismantle, transport and treat. Other
contaminants in the building requiring consideration and management are
Hantavirus, PCB's lead based paint, and asbestos containing materials.
Management of these contaminants is in addition to the standard work
tasks of demolition, grading and turfing. There will be a $20.00 charge
for the solicitation package. Check should be made payable to: Finance
and Accounting Officer USAED FTW. If a large business firm is
selected, the firm must comply with FAR 52.219-9 regarding the
requirement of subcontracting plan. Fort Worth District's goals are
that a minimum of 55.0% of the contractor's total intended
subcontracted amount be placed with small businesses (including small
disadvantaged and woman-owned businesses); 8.5% of the total
subcontracted amount be placed with small disadvantaged businesses;
3.0% of the total subcontracted amount be placed with woman-owned
businesses; and 5.5% of the total subcontracted amount be placed with
historically black colleges or universities/minority institutions
(where applicable). Solicitation will issue on or about 31 March 1997
with bid opening on or about 30 April 1997. All responsible sources may
submit a bid which shall be considered by the agency. Facsimile
