The U.S. Army Space Command plans to issue Request for Proposal (RFP) DASG62-97-R-0005 on a sole source basis to Hughes Aircraft to purchase a GBS DSS waveform program guide and scheduler terminal under authority of Federal Acquisition Regulation (FAR) 6.302-1. This system must be compatible with and fully capable of communicating with the existing GBS CONUS testbed program guide, scheduler terminal and Joint In-Theater Injection Terminal. Interested offerors may identify their interests or capabilities to respond to the requirements by submitting a capability statement within fifteen days of publication of this synopsis. The capability statement shall contain sufficient documentation to establish a bonafide capability to fulfill the requirements. Responses received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
