Contracting Officer, (619) 939-9664. The Naval Air Warfare Center
Weapons Division (NAWCWPNS), China Lake, CA intends to procure on an
other than full and open competition basis with McDonnell Douglas
Aerospace (MDA), Long Beach, CA, a Commercial Aircraft Safety Data
Analysis. The focus of the safety data analysis will pertain to engine
debris and aircraft damage on commerical aircraft such as the DC-10,
DC-9, MD-80, and the MD-11 collected by MDA over the last 16 years. The
data will include an uncontained engine failure safety assessment and
analysis on modern wide body aircraft as well as an evaluation of
Government modified versions of existing vulnerability assessment tools
(FASTGEN 3.0 and COVART 4.0) for uncontained engine debris hazards. The
evaluation and analysis to be performed and the type of data to be
collected will require safety data and details of the aircraft design
and component performance which are proprietary to MDA. The results of
the analysis activity will be to provide FASTGEN and CONART analysis
and recommended changes to improve the FASTGEN and CONART tools ability
to assess aircraft safety to the uncontained engine debris threat.
Period of Performance will be for 17 months after effective date of
contract award. All responsible sources may submit an offer which will
be considered. Solicitation will be issued on or about 31 March 1997
and will close 30 days thereafter. See Numbered Notes 22 and 26.
