The Naval Air Warfare Center Aircraft Division (NAWCAD) Engineering Competency (competency 4.0) proposes to procure on a cost-plus-fixed-fee basis technical and engineering services in support of CNO Project K-416; Project BEARTRAP. Tasking will include: planning, system development, documentation and training and facilities support; software maintenance; flight clearance services; advanced sensor evaluation; system installation and test & evaluation; configuration management; data analysis services and aircraft and depot calibration logistics services. The anticipated period of performance is for a base year with four one year options; beginning on or about 01 OCT 1997. The projected level-of-effort is approximately 15 person-years per year (total) spread across the following labor categories: Senior Systems Engineer, Systems Engineer, Senior Computer Specialist, Senior Engineering Technician, Engineering Technician and Administrative Assistant. Support for/at four principal locations will be required: NAWCAD, Patuxent River, MD; NAS, Barbers Point, HI; NAS Whidbey Island, WA; and NAS, Brunswick, ME. Service Contract Act (SCA) wage determinations for these areas will apply to this contract's performance; source selection will be on a best value basis. This is a 100% set-aside for small businesses; the Standard Industrial Classification (SIC) code is 8711; the corresponding size standard is $20M. The Government RFP is currently in development; however draft material (the SOW, personnel qualifications and projected level-of-effort for this requirement) will be made available in response to FAX or E-Mail requests prior to RFP release. The Government anticipates conducting a pre-proposal conference for this requirement; details will be provided in the RFP.
