The size standard is $3.5 million. The work shall include the following: development and preparation of a Programmatci Agreement (PA) and a Historic and Archaeological Resource Protection Plan (HARP Plan) for the Naval Surface Warfare, Indian Head Division, Indian Head, Maryland. The contractor will provide professional assistance and expertise not available to NSWC-IH and Engineering Field Activity Chesapeake. The contractor will advise the Navy on cultural resource matters associated with the development of a PA and HARP Plan and will attend all negotiation sessions as the Navy's consultant. All cultural resource services shall be performed in compliance with the National Historic Preservation Act of 1966, as amended, Executive Order 11593, the Archaeological Resource Protection Act of 1979, the Archaeological and Historic Preservation Act of 1974, the Native American Graves Protection and Repartriation Act of 1990 and the National Environmental Policy Act of 1969. Additionally, the following implementing Code of Federal Regulations shall be adhered to: 43 CFR 7, 36 CFR 60, 36 CFR 61, 36 CFR 800 and 36 CFR 78. In particular, the contractor must have personnel who met the professional qualifications of 36 CFR 61. Additionally, appropriate State laws and regulations and Navy policies governing cultural resources management shall be taken into account. The date for issuing of the quotation package is 7 March 1997. Quotes are due on 20 March 1997 at 2:00 pm. This is not a public bid opening.
