The Fleet and Industrial Supply Center Norfolk, Detachment Washington,
has a requirement to procure on-site training and organizational
developmental research for BUPERS to support human resources management
at field activities, manage on-going programs, and design new programs
as needed. The major individual programs associated with these
training needs are as follows: (1) Drug and Alcohol Abuse Prevention
and Control; (2) Family Support and Family Advocacy; (3) Health and
Physical Readiness; (4) Morale, Welfare, and Recreation Services; (5)
Equal Opportunity; (6) Educational Services; (7) Transition Assistance
Management Program; and (8) Relocation Assistance Program. These
Services will be provided primarily to Washington, D.C. staff until the
Bureau of Naval Personnel relocates to Memphis, TN, in the summer of
1998. Some travel to field sites is possible in the U.S. and overseas.
A CPFF contract is anticipated to consist of a base year and four one
year options. In addition, the government reservesthe right to
exercise an additional six month extension option per FAR 52.217-8. The
SIC code for this requirement is 8299. This will be 100% small business
set-aside. All responsible sources may submit a proposal for
