This is a PRE-SOLICITATION Notice. The New Jersey National Guard propose s to award a contract for the construction of a Satellite Training Facility at the Training and Training Technology Battle Lab (T3BL) located at Ft. Dix, New Jersey. This facility shall be approximately 15,000 SF and house the Synthetic Theater of War (STOW), administrative area and office space. Construction sha ll include all mechanical and electrical, roofing, concrete and brick. The con tractor shall be responsible to provide all labor, equipment and materials requ ired in strict accordance with the plans and specifications. The estimated ran ge of construction is $1,000,000 to $5,000,000. The construction performance p eriod being determined at this time shall not exceed 365 days from Notice to Pr oceed. This solicitation is unrestricted and subject to the evaluation criteri a contained in DFAR 252.219-7003, Notice of Evaluation Preferences for Small Di sadvantaged Business Concerns Construction Program (April 1996). Women-owned, small and small disadvantaged businesses are encouraged to compete . All responsible sources may submit a bid which shall be considered by this a gency. A subcontracting plan shall be required if the successful bidder is a l arge business concern. Solicitation packages will be issued on or about 1 July 1997. Bid Opening Date shall be on or about 1 August 1997. All interested pa rties must respond to this notice in writing. Requests for bid documents must be in writing and accompanied by a check or money order made payable to the US Treasury. Bidders shall identify their status as large business, small busines s, small disadvantaged business (SDB), emerging small business (ESB), women-own ed or Small Business Administration 8(a) contractor.
