404-624-6203 Architect & Engineer (A&E) Service Contract to provide
Construction Management (Type C Services) for B-1 Hanger Complex, 116th
Bomb Wing, Georgia Air National Guard, Robins AFB, Warner Robins,
Georgia. The selected firm will be required to perform the following
services during the performance of the construction contract: 1.
Provide at least one construction inspector for approximately 18
months. The inspectors duties will include supervision of construction
to assure compliance with the construction contract documents. Prepare
draft correspondance in reply to contractor requests for information.
Verify contractor pay estimates and access contractor claims. Provide
site safety inspection, and other duties as necessary to provide for
quality construction. 2. The firm will be required to review and
recommend action on construction submittals. Expertise in aircraft
hangers is required. 3. Cost estimating will be required to estimate
construction contract modifications. 4. Design expertise is required
for design of user requested construction modifications to include
Statements of Work for construction. 5. Review of A-E designs is
required to assure compliance with the master plan and coordinate
future designs with actual on-site conditions. 6. CADD capability is
required to produce as-built drawings from the design drawings.
Significant evaluation factors and relative order of importance as
applicable to this project are: (A) Professional qualifications
necessary for satisfactory performance of required service;
(Architectural, mechanical, electrical, civil). The organizational
structure of the service team must have qualified engineers in each of
the different disciplines. An organizational chart shall show the
chain of command for the technical and management review and indicate
the person(s) responsible for decision making. (B) Specialized
experience and technical competence in the type of work required and in
inspection of similar projects. (C) Capacity to accomplish work in the
required time. (D)Past performance on contracts with Government
agencies and private industry. (E) Location in the general geographical
area of the project and knowledge of the locality of the project,
provided an application of this criterion leaves an appropriate number
of qualified firms given the size of this project. (F) Demonstrated
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency in facility design. The estimated
construction cost of this project is between $5,000,000 and
$10,000,000. Firms desiring consideration shall submit Standard Form

not later than close of business on April 8, 1997. Firms with more than
one office must distinguish, by discipline (in block 4, SF 255),
between the number of personnel in the firm. Firms must indicate in
block 7 of the SF 255 each key person's office location. Firms short
listed by a pre-selection board will be contacted by phone about their
