CONTRACT FOR HAZARDOUS, TOXIC AND RADIOACTIVE WASTE (HTRW) ENGINEERING
SERVICES WITHIN THE SOUTH ATLANTIC DIVISION POC FOR THIS ANNOUNCEMENT

912/652-5728(Contracting Questions). 1. CONTRACT INFORMATION: The
Savannah District, U.S. Army Corps of Engineers, requires the services
of a qualified Architect-Engineer firm for an 8(a) Indefinite Delivery
Indefinite Quantity (IDIQ) Contract under SIC code 8711 for
Environmental Engineering Services to include but not be limited to
environmental site assessments, investigations, feasibility studies and
remedial designs. The Contract will be administered by the Savannah
District. The contract will consist of a basic ordering period and two
option periods, each period not to exceed one year for a total of
three years maximum. The total of all task orders during each ordering
period may not exceed $1,000,000. However, the Government may exercise
acontract option before the expiration of the base contract period (or
preceding option period) if the contract amount for the base period
(or preceding option period) has been exhausted or nearly exhausted.
Individual task orders may not exceed $1,000,000. The total amount of
the contract over the three year ordering period may not exceed
$3,000,000. This announcement is for A-E 8(a) firms only and limited to
Contractors located in SBA Region IV: FL,GA, SC, NC, AL,TN, MS, and KY.
**** 2. PROJECT INFORMATION: Firms must have expertise in producing
studies, and engineering designs under RCRA, CERCLA, SARA, UST, and
other State/Federal environmental regulations. Responding firms must be
affiliated with a laboratory that is either currently validated by the
US Army Corps of Engineers, Missouri River Division (MRD) or that is
capable of gaining the MRD validation prior to contract award. In
addition to the MRD validation, where work under the resultant contract
requires additional laboratory certification by a State, Territorial,
or local Government, the affiliated laboratory must have or be able to
obtain a required certification before work commences. Firms must
indicate under project information the type of CADD system they employ,
and if their system is not Intergraph, describe how they translate
drawings into Intergraph. **** 3. SELECTION CRITERIA: See Note 24 for
general selection process. The selection criteria are listed below in
descending order of importance. Criteria a-d are primary. Criteria e-f
are secondary and will only be used as "tie-breakers" among
technically equal firms. **** a. Specialized experience in performance
of environmental studies and designs conducted under RCRA, CERCLA,
SARA, UST programs and regulations as well as other State/Federal
environmental laws. Additionally responding firms must have expertise
in CADD, risk assessment, regulatory requirements, cost engineering,
ordnance & explosive waste (OEW), unexploded ordnance (UXO) and
chemical warfare material (CWM), and conducting and participating in
public hearings. b. Past Performance on DoD and other contracts with
respect to cost control, quality of work and compliance with
performance schedules. c. Capacity to perform numerous simultaneous
delivery orders and sufficient staffing and/or team to accomplish same.
Disciplines include chemical, civil, cost, environmental and
geotechnical/soils engineering, geology, hydrogeology, geochemistry,
geophysics, radiochemistry, health physics, analytical chemistry and
industrial hygiene. Personnel expertise shall include certified
industrial hygienist, certified health physicist (CHP) for radiological
projects, certified safety professional (CSP) for UST projects,
regulatory specialist, risk assessment specialist, Junior engineers,
draftsmen, chemical testing technicians, soil and rock drilling and
sampling technicians, ground and aerial surveying technicians and
project managers. The laboratory must be certified by the State in
which the laboratory services are being performed, by all appropriate
Federal agencies, and by the U.S Army Corps of Engineers Missouri River
Division Laboratory. These disciplines MUST be shown in BLOCK 4 of SF
255. Please disregard the "to be utilized" statement at Block 4 of SF
255 and show the total strength of each discipline; **** d.
Professional qualifications to include appropriate professional
registrations, certifications and other state licensing as required for
personnel in the disciplines listed in 3c above. Firms must have state
licensing for all professionals, trade certifications and licenses as
required for projects located in, but not restricted to NC, SC, TN,
GA, AL, MS, FL, PR, and VI. The states of registration and
certification of each team member must be included in each resume in
Block 7 of SF 255. **** e. Extent of participation as SB, SDB, WOB,
HBCU, or MI as prime contractor, subcontractor or joint venture
partner. **** f. Volume of DoD contract awards in the last 12 months.
**** **** 4. SUBMISSION REQUIREMENTS: Interested firms having
capabilities to perform this work must submit one (1) copy of SF 255
(11/92 edition) for PRIME and one (1) copy of SF 254 (11/92 edition)
for prime and all consultants, to the following address: U.S. ARMY
ENGINEER DISTRICT, SAVANNAH, ATTN: CESAS-EN-EA, 100 WEST OGLETHORPE
AVENUE, SAVANNAH, GA 31401-3640 not later than the close of business
the ***** 30th day **** after the DATE of this announcement. If the
30th day is a Saturday, Sunday, or Federal holiday, the deadline is the
close of business of the next business day. INCLUDE THE FIRM'S ACASS
