INFORMATION: The Philadelphia District intends to award a one-year
Indefinite Delivery Naval Architecture and Marine Engineering Services
Contract with the option of extending the contract for an additional
one-year period. The maximum task order limit is $400,000. The
cumulative total for all task orders in either the base or option year
shall not exceed $400,000. The cumulative total for all task orders in
both the base year and option year shall not exceed $500,000. In
addition, the total amount of Information Technology (IT) work allowed
under this contract including both the base and option years is
$100,000, pursuant to Delegation of Procurement Authority (DPA)
CENAP-97-014. 2. PROJECT INFORMATION: The primary work under this
contract will be the preparation of contract plans and specifications
for the repair and/or modification of existing propelled and
non-propelled vessels including but not limited to seagoing hopper
dredges, complete ship check, site visits and reports, develop
procurement plans and specifications for auxiliary vessels, prepare
concept and final designs, perform studies, develop maintenance and
other programs, perform structural calculations, prepare technical
proposals, cost estimates and perform equipment noise studies. 3.
SELECTION CRITERIA: Firms will be evaluated on the basis of the
following primary evaluations factors listed in descending order of
importance: (1) Primary personnel with professional qualifications in
naval architecture, marine engineering and related marine structural,
mechanical, electrical and fire protection engineering, certified
industrial hygienist, cost estimator, specification writer and marine
safety. Registrations and certifications shall be necessary for full
performance of the disciplines; (2) Specialized experience and
technical competence in the development of designs, repairs and
alterations. Designs shall include drawings, specifications, estimates,
schedules and related work for the concept, preliminary, detailed and
construction phases for work on Corps of Engineers' dredges, includiing
trailing suction hopper dredges, workboats, towboats, launches, survey
vessels and other floating plant. Other detailed items of work shall
include but not limited to advanced instrumentation and control dragarm
angle and depth indicating systems with associates controls,
intergrated piloting and logging systems with state of the art steering
and propulsion systems, controls and related work; (3) General
experience in naval architrcture and marine engineering related to
vessel construction including but not limited to scheduling,
estimating, submittal review, as-built drawings and related work; (4)
Facilities, plant, staff and related items to accomplish more than one
task order concurrently; (5) Past performance on contracts with
government agencies and private industru in terms of cost control,
quality of work and compliance with performance schedules; (6)
Demonstrated success in prescribing the use of recovered materials an
achieving waste reduction and energy efficiency in facility design; (7)
Vloume of DOD contracts awards and the dollar amounts for the previous
12 months from the date of this announcement; (8) Extent of
participation of SB, SDB, historically black colleges and universities,
and minority institutions in the proposed contract team, measured as a
percentage of the estimated effort; (8) Demonstrated success in
prescribing the use of recovered materials and achieving waste
reduction and energy efficiency in facility design. Response area is
the continental United States. 4. SUBMISSION REQUIREMENTS: As a
requirement for negotiations, the selected contractor will submit for
government approval a quality control plan which will be enforced
through the life of the contract. The District reserves the right to
terminate negotiations in which the contractor's response to request
for proposals or information has not been provided in accordnace with
the established schedules. Interested firms having the capabilities to
perform the work must submit one copy of the SF 254 and SF 255
(revised 11/92) for the prime firm and SF 254 for each consultant, to
the above address not later than the close of business on the 30th day
after the date of this announcement. If the 30th day is a Saturday,
Sunday of Federal holiday, the deadline is the close of business of the
next business day. Include ACASS number in Block 3b. of the SF 255.
