COMMERCE BUSINESS DAILY ISSUE OF MARCH 7,1997 PSA#1797FISC Norfolk Detachment Philadelphia, 700 Robbins Ave., Bldg. 2B.,
Philadelphia, PA 19111-5084 D -- TELECOMMUNICATIONS SERVICES SOL N00140-97-R-1637 DUE 041597 POC
Bill Woodring, Contract Negotiator, (215)697-9643. The Fleet and
Industrial Supply Center Norfolk, Detachment Philadelphia intends to
acquire on an other than full and open competitive basis, the services,
equipment, and software/firmware from Mid-Alantic BellCom, Inc.
required to provide engineering support to the United States Atlantic
Command Joint Training, Analysis and Simulation Center (USACOM JTASC),
Suffolk, VA for the specialized development, administration, and
maintenance of an existing Lucent Technologies Definity G3r V4
telephone switch with Audix voice mail and an Emerald call accounting
system. The requirement is for four months of services, commencing 1
June 1997, with two option years. The mission of JTASC is to provide a
training environment where Joint Task Force Commanders can learn to
develop and implement joint force doctrine, tactics, and procedures in
a realistic facility, using computer-simulated scenarios instead of
actual troop deployment. JTASC supports Mission Integration and
Rehearsals for assigned forces, where tactics and procedures are
developed and practiced in the event of a real-world crisis. These
military exercises require expedient and ongoing reconfiguration and
reprogramming of the Definity system to adapt to building populations
that can vary from less than 500 to nearly 2,000 in a matter of days.
The system includes the secure transmission of voice and data and must
interface with a variety of analog and digital commercial, strategic,
and tactical telecommunications systems, video teleconferencing
circuits, and foreign systems and circuits belonging to allied nations.
Interfaces of the JTASC Definity system with modeling and simulation
systems, such as the Synthetic Theater of War, must be re-engineered as
the model/simulation evolves. Furthermore, the system is being
integrated into the Navy's Base-Level Information Infrastructure. This
effort includes analysis of exercise traffic loads to determine
optimum trunk configurations for commercial and Defense Switched
Network (DSN) access, and interfaces to tactical systems such as the
GTE Compact Digital Switch (CDS) and DSS-1 Red Switch. The JTASC
Definity system is being developed into a unique state-of-the-art
telecommunications architecture, unlike any currently existing in the
entire Department of Defense. Mid-Atlantic BellCom, Inc., the incumbant
provider of the requirement, is considered the only source with the
corporate knowledge, technical expertise, and physical resources to
provide JTASC with the necessary specialized engineering support it
requires. This acquisition is being processed pursuant to Federal
Acquisition Regulation (FAR), Part 6.302-1, "Only One Responsible
Source and No Other Supplies or Services will Satisfy Agency
Requirements." All other responsible sources may submit concise
documentation for consideration regarding their ability to provide the
required services, equipment, and software/firmware, as well as
financial and technical information. No contract award will be made on
the basis of information received in response to this notice.
Furthermore, the Navy will not pay for any information provided. Such
information, if submitted, should be forwarded to FISC Norfolk
Detachment Philadelphia, to the attention of W. A. Woodring, Code
02P21E. If no affirmative written responses advantageous to the Navy
are received within fifteen (15) calendar days after publication of
this notice, Mid-Atlantic BellCom, Inc. will be solicited, pursuant to
FAR 12.203, to provide the required services, equipment, and
software/firmware. The award of a firm fixed price type contract is
contemplated. SYN 121. (0064) Loren Data Corp. http://www.ld.com (SYN# 0035 19970307\D-0004.SOL)
