Redding, Phone (703)604-2000 The Naval Air Systems Command is seeking
sources to bid on a full and open competition to perform P-3 T/M/S
Phased Depot Maintenance (PDM). P-3 PDM consists of three phases,
conducted at 48 month intervals. This RFP will cover all three phases
of depot maintenance. During each phase a thorough inspection of
selected aircraft structure, flight essential systems and flight
critical components is accomplished, with repair as required. During
each phase the aircraft is de-painted, inspected, all surface corrosion
is removed, conversion coated, primed, a new topcoat is applied and all
aircraft fuel leaks are corrected. It is anticipated that the request
for proposal (RFP) will be a firm-fixed price delivery order type and
will include a base year plus four options. The Navy anticipates
contract award will be made in October 1997. The most likely throughput
of aircraft will be 30 per year or 150 aircraft over the five year
period. The contractor must have sufficient capacity to process a
minimum of six and amaximum of 30 aircraft through PDM each fiscal
year. Additionally, the contractor will be required to induct the first
P-3 aircraft within 60 days of contract award. Phased Depot Maintenance
is currently being performed by Lockheed Martin Aircraft Center in
Greenville, South Carolina, and NADEP, Jacksonville, Florida. The Navy
intends to release a draft RFP to industry for comment by 15 March
1997. A pre-solicitation conference will be held in Jacksonville,
Florida, during the April timeframe. Interested prime contractors
